It may be recalled that recently Telangana had complained to the Centre that AP had stolen its data from the Ease of Doing Business website.

The Union Commerce Ministry’s Department of Industrial Policy and Promotion (DIPP) has released the rankings in ease of doing business across the country. With 60.24 percent, last year Telangana was ranked 13th in the country, while AP ranked at second position with 55.75 percent.

Telangana has improved significantly as it was ranked at 13th position in the list made in September 2015 and soared to first position in the latest rankings thanks to the pro-active measures taken by the TRS government. However, AP has retained its second slot in the overall rankings.

World Bank experts and the global consultancy firm KPMG are expected to visit both the Telugu states to check whether the information uploaded by the states were correct or not. The experts will also verify whether all the procedures and business-friendly reforms are properly implementing or not.

Based on this, final rankings will be declared in September 2016. According to official sources said that the final rankings would be more or less the same.

Experts further indicate that even minor changes in the procedures that affect rankings, Telangana and AP will anyway figure in the top five in the final rankings.

Last time the final rankings were released in September 2015. AP was ranked at second position and Telangana at 13th position. Contrary to this, the preliminary rankings released in June 2016, AP relegated to 19th rank, while Telangana soared to second rank. However, within a month, AP climbed to third rank from 19th, while Telangana remained at the same second rank.

This created competition among the Telugu states. Telangana had complained to the Centre alleging that AP had stolen the data uploaded on state’s Ease of Doing Business website.

Telangana IT and Industries minister KT Rama Rao had also written to Union Commerce Minister Nirmala Sitharaman complaining about AP copying TS data and seeking stringent action against AP.

Centre in its reply to Telangana said that uploading or copying of data alone would not fetch good rank for any state. Hence, no action was taken considering the Telangana’s complaint against AP.
However, final rankings will be decided based on the reports by experts from World Bank and KPMG.
