Chief Minister K. Chandrashekhar Rao said that the Mission Bhagiratha works which are aimed at providing safe and clean drinking water to the people are to be completed within the stipulated time. The CM cautioned that the contract of the working agencies who failed to complete the works within the stipulated time may have to be withdrawn. CM made very it clear that the delay in works will be tolerated at any cost.
KCR said that along with the works of the supply of the water, the works of the internal pipelines in the villages are to be carried parallelly. Expressing displeasure over the delay in the completion of works of OHSR (Over Head Service Resources), the CM said on the pretext of this the works on internal pipelines need not be stopped.
The CM suggested that the total material like pipelines, taps and other material should be moved and dumped at the work sites and to be properly stored. CM also suggested that the Kaleshwaram project which is being built on a fast track where the workers are working round the clock, should be taken as a role model, and the Mission Bhagiratha works should also to be speeded up.
The Honourable Chief Minister held a high-level review meeting on Mission Bhagiratha on Saturday in Pragathi Bhavan. Mission Bhagiratha Vice Chairman Vemula Prashanth Reddy, Advisor to Government Rajiv Sharma, Chief Secretary S.K. Joshi, Secretary to CM Smita Sabarwal, MP Balk Suman, TSIIDC Chairman Gyadari Balamallu, RWS Engineer in Chief Surender Reddy, CEs, SEs, EEs participated in the meeting.
The CM reviewed the ongoing works and their progress district wise and constituency wise. CM reminded that he made a promise on the floor of the assembly that before the next elections all the 25,000 Villages in the state would be provided with safe drinking water and accordingly the Government has taken up the massive Mission Bhagiratha scheme.
In tune with his promise in the assembly, the Mission Bhagiratha works should be expedited. He said that as of now 12000 plus villages are getting water supply and the remaining should get as early as possible. CM said that internal pipelines are also to be expedited and if necessary more number of teams should be deployed to work in three shifts.
“Mission Bhagiratha is a massive project. It is an engineering wonder, it’s a permanent feature of the state government. The working agencies would get a good name and would also get similar works elsewhere if they work hard here and complete the works on time.
In such a major scheme it is but natural that few mistakes may crop up. It is however necessary that these mistakes are to be corrected at the earliest. Mission Bhagiratha is a project which is aimed at the future requirements of the state.
The contractors may maintain for some time after completion of the project but ultimately it would be the responsibility of Government officers and engineers to maintain and monitor it. Hence the officers should take every care and should not compromise on the quality.
In view of the voltage fluctuations at the substations of Mission Bhagiratha it requires additional manpower for constant supervision. They should see that no problems are faced at the substation” said the CM.
CM has instructed that the Minimum Drawing Down Level (MDDL) should be maintained in all reservoirs of the irrigation projects. It is only after ensuring sufficient water for drinking purposes water for irrigation should be released and orders are to be issued accordingly.
KCR assured the working agencies that the GST over and above that is mentioned in the agreement would be borne by the government.
