KCR gives suggestions to improve Dharani

Chief Minister K Chandrashekhar Rao said that the Dharani Portal, which was brought in, to ensure that the farmers would not face any problems while selling, purchasing, registering and getting mutation of agriculture lands, is giving the desired results.

The CM expressed satisfaction that the farmers are able to do registrations, sale and purchase and mutations within in minutes of time without bribing any one, using any influence or running from the pillar to post around the offices.

KCR said in the two months period, 1.6 Lakh booked the slots and of them, 80,000 have already completed their registrations.

The CM held a high-level review meeting at Pragathi Bhavan on Thursday on the maintenance of the Dharani Portal and measures to be taken to improve its performance.

CM KCR instructed that more options should be provided on Dharani Portal, strengthen it and said that agriculture land registrations are being done very transparently through the Portal.

CM KCR stated that:

  • Under the aegis of district collectors mutations should be done to the lands registered based on the registered documents before the Dharani Portal came into force. For this, accept applications through Mee Seva and allot the slots.
  • The Collectors should examine the application for regularization of Sada Bainamas and finalize the ownership rights. As per the regularized Sada Bainamas land, the details should be registered on Dharani Portal and Pattadar Passbooks should issued.
  • Except those pending in courts, the Collectors should solve all the problems within 60 days of all the lands, which were put under Part B during the Comprehensive Land Records Survey. If need be, the Collectors should undertake field inquiries and take decisions. Finalise the ownership rights.
  • Under the supervision of Collectors, Tribunals should be formed in each district to settle the cases of the revenue courts.
  • In the areas where there is no Act 1/70 implementation, cases booked under the Act should be solved. In the areas where 1/70 Act is under implementation, take measures to safeguard the land rights of the local STs.
  • The Collectors should inquire about the discrepancies on Sethwar and take a final decision. Register the details on the Dharani Portal and issue Passbooks.
  • At some places the government and private lands are in the same survey number. Those survey numbers are put in prohibited list (22/A). Collectors should inquire into these survey number lands and decide which is Government land and which is the private and put up the details on Dharani Portal and issue Passbooks.
  • Changes, additions of the land details on the Dharani Portal should be made based on the verdicts given by the courts and Tribunals under the Collectors. Add Court Portal to the Dharani.
  • Give facility to register Lease Agreements through the Dharani Portal.
  • Register details of lands converted through NALA and issue proceedings.
  • Provide facility on the Dharani Portal to register agreement of sale cum GPA.
  • Allow registration of agriculture lands sale deeds, exchange deeds through the Dharani Portal.
  • Give an opportunity for companies, firms and other institutions to be set up in the agriculture lands to sell or purchase the lands through Dharani Portal immediately.
  • Give an opportunity to the NRIs to get the land registered on their names by registering their Passport Number.
  • Give an opportunity to correct the information before registration if the information was not properly given at the time of booking the slot. Give them a chance to correct it.
  • Give an option under the Consenting Party category to have names of the legal heirs recorded in the registration document.
  • If the lands registered under the names of Minors and Guardians, issue Pattadar Passbooks on both Minor and Guardian names.
  • Transfer the land assigned by the government to the legal heirs if the allottee farmer dies.
  • Give facility to obtain a true copy of the Pattadar passbook if the original one was lost.
  • Under any circumstances never register Tank lands, FTL lands, Wakf Lands, Forestlands, Endowment lands to the private persons or parties.
  • Put an option on the Dharani Portal to inform the reason why an applicant slot was not booked.
