The State Government is implementing many welfare development
schemes for the welfare of SCs. In this context, the SC castes have taken steps to
distance themselves from social discrimination and provide them with economic
self-reliance.
Along with the education and social development of SCs and STs, it has
undertaken welfare and development programs necessary for them to sustain
themselves economically. Along with all the welfare schemes implemented by the
government for other communities, the state government is providing special
schemes to the SCs.
Dalit Bandhu:-
The State Government has introduced and successfully implemented the
Dalit Bandhu scheme to increase social respect and economic respect for the SC
castes who have been discriminated against for generations. Under this scheme,
the state government provides a grant of Rs.10 lakh free of charge without any
bank linkage or security and without the need for repayment by the beneficiary.
The state government has taken steps to make Dalits self-sufficient and
businessmen. As part of social responsibility, 38,323 Dalits who are eligible for
this scheme have been identified and given Rs. 3,832.30 crores has been provided
through the Dalit Bandhu Scheme.
A provident fund has also been set up to provide financial support to the
recipients of the Dalit Bandhu scheme in case of any unforeseen losses. For this,
on behalf of the government, A Special fund is being set up with a contribution of
Rs.10,000. In the 2023-24 budget for Dalit Bandhu, Rs. 17,700 crore has been
proposed.
Scheduled Castes Special Development Fund (SCSDF) :-
The State Government is implementing the Special Development Fund Act
aimed at the development of Scheduled Castes and Tribes. Legislated allocation of
funds based on population proportion of SCs and STs. Funds meant for SCs are
protected from being diverted to other schemes. If funds are not fully spent in
any financial year, the Act provides for a definite carryover of those funds to the
next year. Under this scheme from 2014-15 to 2022-23 the government spent
Rs.92,640.41 crore.
Financial Assistance Scheme :-
1 lakh provided to the eligible beneficiaries through financial assistance
scheme to Rs. The government is providing 60% to 80% subsidy on loans up to 12
lakh rupees. Under this scheme, the government has provided Rs 2029.78 crore
as subsidy to 1,62,444 beneficiaries from 2014-15 to 2022-23.
SC Hostels :-
The government has allocated Rs. 6,11,716 from 2014-15 to 2022-23 for
the running costs of hostels for 6,11,716 SC students. 1976.91 crores was spent.
Ambedkar Overseas Scholarship :-
The government is providing financial assistance of Rs 20 lakh through the
Ambedkar Overseas Scholarship Scheme for Dalit and Tribal students to pursue
higher education abroad. The annual income limit of the beneficiaries under this
scheme is Rs. 2 lakh to Rs. 5 lakhs increased. Through this scheme, the
government has made it possible for students to study in USA, UK, Canada,
Australia, Singapore, France, Germany, Japan, New Zealand and South Korea.
Through this scheme 1031 candidates from 2013-14 to 2022-23 will get Rs. 179.92
crore as scholarship was paid by the government.
Skill Training for SCs :-
The government is designing and implementing programs to identify
Scheduled Caste youth and provide them with vocational training. Since the
inception of Telangana, 21,653 people have received Rs. 91.83 crore has been
spent by the state government. Trainees through this scheme are getting job
opportunities in leading national and international companies like TCS, Cognizant,
Dell, Cisco, Zen Pact, Deloitte, L&T, Apollo, CARE.
Three acres of land for Dalits:-
The Telangana government has designed this scheme with the aim of
providing 3 acres of land to SC women who are landless poor agricultural
labourers. During these nine years, 17,097.09 acres were acquired by the
government and given to 6,998 eligible beneficiaries. The government has spent
769.17 crore rupees for this from 2014 to 2022.
Concessions for SC Entrepreneurs :-
The Telangana government has taken steps towards making Dalits as
'entrepreneurs' who will provide employment to ten people. As part of this,
1,60,914 people will get Rs. 2,013.64 crore through subsidies and incentives.
Allotment of Liquor Shops to SCs, STs and Gowdas: The state government has
reserved 15% of liquor shop licenses for Gowdas, 10% for SCs and 5% for STs.
TS – Pride :-
TS PRIDE (Telangana State Program for Rapid Incubation of Dalit
Entrepreneurs)
TS Pride is a scheme set up by the government to make Dalits entrepreneurs and
to provide them with financial assistance and infrastructure in business and
industrial sectors. The state government is providing assistance like allotting sites
in industrial parks to Dalits, entering into technical assistance agreements with
large industries, providing financial assistance and additional investment
subsidies. In the past nine years, TS Pride has spent Rs.2,747 crore on 60,904
Dalits.
Free electricity up to 101 units for SCs :-
The government, which is bringing light to the lives of Dalits with various
welfare and development schemes, has taken steps towards bringing light to Dalit
residences. As part of this, up to 101 units of electricity is provided to every Dalit
household completely free. From 2014-15 to 2022-23, the state government
provided free electricity to 22,23,475 Dalit households at a cost of Rs.284.13
crore.
Education for SCs :-
The state government is determined to provide quality education to SC
castes who have been deprived of education for generations. SC has set up
gurukulas as an ideal for the country with special attention towards the
realization of the aspirations of Mahatma Jyoti Rao Phule and Dr. BR Ambedkar.
The students who studied in these Gurukuls are getting admissions in the most
prestigious national and foreign educational institutions and are reaching the
shores of success as doctors, engineers and IT professionals.
SC Residential Schools :-
There were 132 SC residential schools before the formation of the state.
Another 104 schools were established within a short time after the formation of
the state. With this, the total number of SC Gurukula schools has reached 236. A
total of 1,13,280 students are studying in these. 5,428 teachers are working.
SC Residential Junior Colleges :-
39 thousand students are studying in 238 SC residential junior colleges.
After the formation of Telangana, the government established 126 new
residential colleges within a short period of time. The total number of SC Junior
Colleges has reached 238 by adding the earlier 112 Junior Colleges. A total of 964
teachers are working in these and the total number of students is 38,389.
SC Degree Colleges :-
There were no SC degree colleges in the Telangana region before the
formation of the state. After the formation of Telangana state, the government
established 30 SC degree colleges. Out of these, 1200 teachers are working and
25,200 students are studying.
Post Matric Scholarships :-
The state government provides post matric scholarships to 2.5 lakh SC
students every year. From 2014-15 to 2022-23 for a total of 26,68,397 students
Rs. 3,762.22 crore as post matric scholarships.
Pre Matric Scholarships :-
The amount provided through pre-matric scholarships by the government
in rural areas is Rs. 65,000 to Rs. 1,50,000, in urban areas Rs. 75,000 to Rs.
2,00,000 has been increased. 5,78,417 students from 2014-15 to 2022-23 Rs.
368.06 crore as pre-matric scholarships provided by the government.
Study Circles :-
In addition to the existing SC Study Circles, the State Government has
established new SC Study Circles in Nalgonda, Warangal, Karimnagar, Mahbub
Nagar, Nizamabad, Adilabad, Khammam, Rangareddy, Suryapet, Siddipet and
Jagityal districts. SC Study Circles are providing coaching for civil services, central
services, group A, B and other competitive exams in these circles and laying
golden paths for their future. The main branch in Hyderabad serves the students.
1314 candidates who took coaching in these from 2014-15 to 2022-23 were
selected for different posts.
Welfare Programs for SC Youth :-
Telangana government is taking a special initiative to make the scheduled
caste youth educated. Telangana Social Welfare Residential Educational
Institution Society was formed in the year 2014 after the formation of Telangana
State. This society is running 268 Vidhyavasati houses across the state of Dyara.
These hostels provide quality free education, board and accommodation in
Telugu and English medium to students studying from 5th standard to
intermediate. Separate hostels have also been arranged for scheduled caste
female students studying for degrees. The training classes are organized so that
the students who have studied here can show their talent in any corner of today's
competitive world. Special training is given to develop self-confidence and
technical knowledge among them.
