KCR writes: In accordance with the provisions under Section 3 of the Inter-State River Water Disputes Act (ISWR), 1956, Government of Telangana on 14-07-2014 requested the Secretary, MOWR, RD&GR, Government of India (Gol) to refer the water dispute pertaining to Krishna waters to a Tribunal for adjudication.
However, instead of referring this matter under Sec.3 of ISWR Act, Gol extended the term of Justice Brijesh Kumar Tribunal and referred the matter under Sec.89 of A.P. Reorganization Act, 2014.
The provisions under Section 89 are limited in scope and will not be able to do justice to the rightful claims of Telangana. It is, therefore, necessary that matter is referred to the Tribunal under ISWR Act.
Despite the considerable delay in this matter and repeated pleas from our side, I once again take this opportunity to request you to refer the complaint of Telangana to KWDT-II under Sec. 5(1) of ISRWD Act, 1956 for ensuring justice to the people of my State.
