Dharani Portal is owned and operated by the Revenue Department of Government of Telangana. IL&FS Technologies Limited was selected as service provider for Dharani Portal through a tender process in 2018. Subsequently, name of the company IL&FS Technologies Limited was changed to Terracis Technologies Limited (TTL). TTL is working on IT Application in Telangana from May, 2018. TTL is working in many states in India i.e. Telangana, Orissa, Madhya Pradesh, West Bengal, Himachal Pradesh and Rajasthan in Citizen Services projects including land records in Odisha.
The concerns relating to security and safety of data in Dharani in certain sections of media are unfounded. Dharani Application is hosted in the servers of Telangana State Data Centre (TSDC) at Gachibowli, Hyderabad. TSDC is owned and managed by Government of Telangana.State Data Centre also hosts all other applications of Government of Telangana and thus has necessary security protocols in place.
The data access to Dharani portal is governed by contractual obligations, Standard access controls and other safeguards as in any other Government project. The data in Dharani can be modified only by authorized Revenue authorities and no one else. There is no change in data access controls and safeguard earlier and now.
A group of investors led by Gateway Capital Singapore and Avenue Capital, USA have acquired controlling stake in TTL through a government mandated and supervised disinvestment process of ILFS Group assets, approved by NCLT, lenders and committee of eminent personalities. The investor group has entered into an agreement with Quantela, a company founded and managed by Hyderabad based entrepreneur Sridhar Gadhi to manage the Indian operations of TTL. The process of separation of India business of TTL and transfer to Quantela is in process at NCLT. The core team of TTL that is responsible for the Dharani portal is the same since launch.
