Anjani kumar conducted a video Conference with all the newly posted Unit officers on the subject of Law and order bandobust. For officers who are holding charge of Dist for the first time.
1. Policing involves management of various facets of issues. One of the most important vertical we all deal with on a day to day basis is the maintenance of law and order, particularly in the wake of various bandobust, organisation of events, public meetings, religious gatherings or rallies & processions.
* 8 died in stampede at CNB public meeting in December 2022 in AP.
* 27 pilgrims died at Godavari Pushkaram at rajmundry in 2015
* 12 pilgrims died at Mata Vaishnav devi in Jammu in 2022
2. Our cadre is blessed to have a healthy mixture of senior officers with tremendous experience and wisdom and the younger officers with great enthusiasm and determination for endless hard work. A frequent interaction & combination of the two will take our cadre to a greater height of professionalism
3. We often talk of a term called INSTITUTIONAL MEMORY which remains in the core of any large organisation like ours. An exercise like todays will attempt to develop such institutional memories so that fresh officers in the field can directly learn from seniors about the various nuances of law and order, particularly regarding management of events and lessons from the common mistakes we commit in initial planning and supervision .
4. This will also include discussion on issues like :
a. Minimum inconvenience to common public : we are not a totalitarian or communist state
B. anti sabotage check & access control , this now include the issue of Drone
C. External threat like LWE & Counter terror angle , Bomb blasts just before the Public meeting of Narendra Modi in 2014 during election campaign.
5. We are hierarchical organisation. This has many advantages. I have seen many supervisory officers using this as an effective asset for planning and supervision , some officers incorrectly use this asset just to what is called dumping of forces and officers . Importance of periodic briefing – collectively and sector wise.
Sri DS Chauhan, IPS CP Rachkonda and Sri Vishu S Warrior, IPS CP Khammam made a detailed presentation on the subject . There was also interaction with Addl.DGP Sri Sanjay Kumar Jain, IPS both Multy Zone IGs Sri S Chandrasekhar Reddy, IPS and Sri Shahnawaz Qasim, IPS and newly posted unit officers attended the same.
