The KCR Government is providing support to the weavers in the Telangana State
by implementing many welfare and development schemes. Siricilla and other few
places were always in the news because of weavers committing suicide. But after
the formation of Telangana State suicides by weavers have stopped. The main
reason being Government's assurance to help the weavers.
After the Telangana State formation, the Chief Minister Sri K.
Chandrasekhar Rao recognized the importance of handloom products and
supported and encouraged them. In addition, steps were taken to get the weaver
a respectable wages. Minister for Handloom & Textile, IT, Industries, Municipal
and Urban Development Sri K.Taraka Rama Rao has called on government
officials, employees and all citizens to wear handloom clothes every Monday in
support of handloom promotion.
Government is providing 40 percent subsidy on yarn, dyes and chemicals
purchased by handloom workers, master weavers, handloom societies and TSCO
under Cheneta Mitra scheme. This subsidy is directly credited to their bank
account. Till now 20,501 beneficiaries have been given subsidy of Rs.24.09 crores.
As part of the Telangana Handloom Weavers' Savings Fund, Savings and
Security Scheme (TFSSS), the beneficiary's share has remained unchanged at 8 per
cent and the government share has been increased from 8 to 16 percent. The
tenure of this recurring deposit account is 36 months. This time frame is fully
inclusive of locking period. Rs.96.43 crores was given to 20,537 beneficiaries
during 2017-2020. The government has decided to continue this scheme for
another three years and Rs.30 crore has been released. Meanwhile, in this phase,
Rs.25.31 crore have been deposited in the RD account of 32,328 beneficiaries
under this scheme.
The Government has launched Netanna Insurance Scheme with the aim of
ensuring that the families of handloom and weaving workers do not face any
financial difficulties after their death. Similar to Rythu Bhima, this scheme is also
implemented by Life Insurance Company (LIC). The Government pays the entire
annual premium on behalf of the beneficiary to the life insurance company. To
avail the benefit of this scheme the applicant should be a weaver or a subsidiary
worker on the looms where the geo-tagging is done. Age should be between 18 to
59 years.
In case of death of the beneficiary during the insured period of this scheme,
a deposit of Rs.5 lakhs will be made to the nominee's account. This amount will be
credited to the nominee within 10 working days. This scheme was inaugurated by
Minister for Handloom & Textile, IT, Industries, Municipal and Urban
Development Sri K. Taraka Rama Rao on August 7 th , 2022. It has been
implemented from August 14 th , 2022.
The Government has released Rs.2.33 crore to handloom cooperative
societies in 2022-23 with 25 paise interest. Also Rs.3.22 crore under 20 percent
yarn subsidy scheme and Rs.6.02 crore under marketing incentives have been
released to the societies.
Official teams from Madhya Pradesh, Karnataka and Odisha have visited
our state to study the schemes implemented by the Telangana government for
the development of handlooms and the welfare of handloom workers. They have
appreciated the implementation of the schemes.
In order to promote the talent of handloom artists, the government is
giving awards in the name of Shri Konda Laxman Bapuji every year. The cash given
under this award has been increased to Rs.25,000 from the year 2020. Telangana
Government organizes fashion shows every year to showcase traditional and
contemporary handicrafts for its popularization.
Well-known handicrafts are weaved with intricate, painstaking such as
Telia rumal weaving, double ikat weaves, Himru weaves, Armur silk sarees,
Peetambari silk, Zari sarees and Siddipet Gollabhama sarees have been developed
by adding modern techniques. To promote this, the Government of Telangana is
setting up the Research and Development (RD) department to bring out new
designs and new forms of textiles and also providing funds.
Telangana State Handloom Weavers Co-operative Society Limited-TSCO
supplies various types of fabrics for uniform and other purposes to government
welfare hostels and schools. Comprehensive Education, SC, BC, Tribal Welfare
Schools, Mahatma Jyotiba Phule Telangana BC Providing uniform cloth and other
necessary cloths to Welfare Residential Vidyalaya Institutions. TSCO also supplies
KCR Kits, Ramzan Gift Packets, Christmas Gift Packets, Anganwadi Sarees, Asha
Workers Sarees.
