In the two years preceding the<br \/>\nformation of the State, the annual average GSDP growth rate<br \/>\nwas only 12 per cent. This was much lower than the GDP<br \/>\ngrowth of 13.4 per cent. After the formation of the State, with<br \/>\nthe Hon\u2019ble Chief Minister focusing on strict financial discipline,<br \/>\nefficient and time bound implementation of programmes, GSDP<br \/>\ngrowth has been registering a gradual improvement. Most of<br \/>\nthe resources of the Government are being utilized for capital<br \/>\nexpenditure. With equal importance to development and<br \/>\nwelfare, there is inclusive development in the State. This<br \/>\ndevelopment model is being discussed extensively in every<br \/>\nvillage and every State. There is demand by people across<\/p>\n<p>3<\/p>\n<p>the country for extending the Telangana model of development<br \/>\nin all the States.<br \/>\n6. The average annual GSDP growth rate of the State from<br \/>\n2014-15 to 2019-20 had increased by 13.2 per cent. In the<br \/>\nsame period, the growth rate of GDP was lower at 10.2 per<br \/>\ncent. The Corona Pandemic severely impacted the world<br \/>\neconomy. Telangana has recovered from this crisis within a<br \/>\nshort period and marching ahead steadily.<br \/>\nTelangana on a Higher Growth Path<br \/>\n7. Telangana has created history by recording the highest<br \/>\ngrowth rate of 11.8 per cent in per capita income during the<br \/>\nperiod 2017-18 to 2021-22 among the Southern States. NITI<br \/>\nAayog in its Report has observed that Telangana has emerged<br \/>\nas one of the fastest growing States, after its formation as a<br \/>\nseparate State. After the formation of the State, Telangana has<br \/>\nbeen recording higher than GDP growth rate every year.<br \/>\n8. The share of Telangana in GDP improved from 4.1 per<br \/>\ncent in 2014-15 to 4.9 per cent in 2020-21. It is a matter of<br \/>\npride that Telangana is contributing 4.9 per cent to GDP though<br \/>\nits share in national population is only 2.9 per cent. In<br \/>\ncomparison to18 major States in the country, the growth<br \/>\nperformance of Telangana is impressive. Telangana stands at<br \/>\nthe third place with an average annual GSDP growth rate of<br \/>\n12.6 per cent from 2015-16 to 2021-22..<\/p>\n<p>4<\/p>\n<p>9. The growth of Telangana in all the major sectors and sub<br \/>\nsectors is also impressive. For instance, in agriculture and its<br \/>\nallied sectors like Fishing and Aquaculture and Animal<br \/>\nHusbandry, there has been a growth momentum. From<br \/>\nnegative growth rates, Fishing and Aquaculture sub-sector has<br \/>\nbeen registering double digit growth rates. This has been<br \/>\npossible because of the numerous irrigation projects taken up<br \/>\nby the Government. In the same manner, the sub-sectors in the<br \/>\nsecondary and services sector like IT, trade, electricity,<br \/>\ntransport, hotels and others have been recording higher growth<br \/>\nrates. With growing consumption and investment levels, GSDP<br \/>\ngrowth in Telangana is poised for higher growth despite the<br \/>\npossibility of recession threatening the growth across the<br \/>\nglobe.<br \/>\nPer Capita Income<br \/>\n10. A broad measure of welfare and development of the<br \/>\nState is the growth of per capita income. The per capita<br \/>\nincome of Telangana is estimated to increase from Rs.1,12,162<br \/>\nin 2013-14 to Rs.3,17,115 in 2022-23. This is higher than the<br \/>\nnational per capita income of Rs.1,70,620 by 86 per cent. As<br \/>\ncompared with the national per capita income, per capita<br \/>\nincome of Telangana is higher by Rs.1,46,495. This is clearly<br \/>\nan indication of the significant development of Telangana.<\/p>\n<p>5<\/p>\n<p>Hurdles created by Centre to the development of<br \/>\nTelangana<br \/>\n11. Even while Telangana has been achieving significant<br \/>\ndevelopment through its own efforts, the Central government<br \/>\nhas been creating hurdles after hurdles. In order to complete<br \/>\nthe irrigation projects within the shortest time, Telangana<br \/>\ngovernment resorted to off-budget borrowings well within the<br \/>\nlimits of FRBM Act.<br \/>\n12. During the current year, based on our economic<br \/>\nperformance and borrowing limits, an amount of Rs.53,970<br \/>\ncrore has been included in the Budget as borrowings. This was<br \/>\napproved by this August House. But the Central government<br \/>\nunilaterally imposed a cut of Rs.15,033 crore and reduced our<br \/>\nborrowing limits to Rs.38,937 crore. This decision of the<br \/>\nCentre is totally unjustified and uncalled for.<br \/>\n13. This kind of cuts are against the spirit of federalism and<br \/>\nhave eroded the rights of the States.<br \/>\n14. The government which is currently in power at the Centre<br \/>\nhas broken the tradition of implementing in toto the<br \/>\nrecommendations of the Finance Commission. The Fifteenth<br \/>\nFinance Commission recommended a special grant of Rs.723<br \/>\ncrore to Telangana and an amount of Rs.171 crore towards<br \/>\nnutrition to ensure that the tax devolution should not be less<br \/>\nthan the amount of devolution received by the State in 2019-20<\/p>\n<p>6<\/p>\n<p>By not accepting these recommendations, the Central<br \/>\ngovernment denied Telangana of its due share in the Finance<br \/>\nCommission grants. For the period 2021-26, the Fifteenth<br \/>\nFinance Commission recommended grants amounting to<br \/>\nRs.5,374 crore to Telangana. By denying these grants, grave<br \/>\ninjustice has been done to Telangana. In the history of the<br \/>\ncountry, no government has ignored the recommendations of<br \/>\nthe Finance Commission in such a blatant manner.<br \/>\n15. Section 94(1) of the A.P.Reorganization Act mandates<br \/>\nthe Central government to provide tax concessions to the<br \/>\nsuccessor States in order to ensure industrialization and<br \/>\neconomic growth in the two States. By providing only nominal<br \/>\nconcessions, the Central government has ignored the interests<br \/>\nof both the States.<br \/>\n16. Under section 94(2) of the A.P.Reorganization Act, the<br \/>\nCentral government shall provide funds for the development of<br \/>\nbackward areas. Though the Centre is supposed to release a<br \/>\ngrant of Rs.450 crore per annum, grants for three years<br \/>\namounting to Rs.1,350 crore have not been released.<br \/>\n17. NITI Aayog has recommended that a grant of Rs.19,205<br \/>\ncrore for Mission Bhagiratha and Rs.5,000 crore for Mission<br \/>\nKakatiya may be released by the Centre to Telangana. But the<br \/>\nCentral government has not released even one paise so far.<\/p>\n<p>7<\/p>\n<p>18. The Thirteenth Schedule of the A.P.Reorganization Act<br \/>\nhas mandated the Centre to take necessary steps and to<br \/>\nestablish institutions for the sustained development of the State<br \/>\nin the next ten years. The Centre by its negligent attitude has<br \/>\nnot resolved many issues so far.<br \/>\n19. Establishment of a Rail Coach Factory at Kazipet,<br \/>\nBayyaram Steel Plant and Girijan University have been<br \/>\nspecifically mentioned in the Reorganization Act. These<br \/>\nmandates have not been fulfilled even after eight and a half<br \/>\nyears. In addition, the ITIR sanctioned to Telangana has been<br \/>\nshelved.<br \/>\n20. In accordance with section 3 of the Inter-State River<br \/>\nWater Disputes Act, the matter relating to the share of the new<br \/>\nState of Telangana in Krishna Waters has to be referred to the<br \/>\nBrijesh Kumar Tribunal by the Centre. Because of the undue<br \/>\ndelay on the part of the Centre, the interests of Telangana<br \/>\npeople are being adversely impacted. More importantly, such<br \/>\ndelay on the part of the Centre is affecting Palamuru-Ranga<br \/>\nReddy lift irrigation project and Dindi project on the river<br \/>\nKrishna. Telangana expresses its strong protest against delay<br \/>\nrunning into decades in the name of Tribunals.<br \/>\n21. Another glaring instance of discrimination to Telangana is<br \/>\nthe order issued by the Union Power Ministry in August, 2022.<br \/>\nIn this order, Telangana government has been directed to pay<\/p>\n<p>8<\/p>\n<p>pending dues of TS DISCOMs amounting to Rs.3,441.78 crore<br \/>\nas principal and Rs.3,315.14 crore as late payment surcharge,<br \/>\ntotaling to Rs.6,756.92 crore to A.P.Genco within 30 days.<br \/>\n22. Though Telangana has been pleading with the Central<br \/>\ngovernment regarding dues amounting to Rs.17,828 crore<br \/>\npayable by Andhra Pradesh to Telangana Power Utilities, the<br \/>\nrequest has been ignored without any reason. Left with no<br \/>\noption, Telangana government had to approach Court of Law.<br \/>\n23. In 2014-15, the first year of the formation of the State, the<br \/>\nMinistries of Union Government inadvertently released Rs.495<br \/>\ncrore, the Centre\u2019s share of Centrally Sponsored Schemes to<br \/>\nAndhra Pradesh instead of Telangana. The Centre has been<br \/>\nignoring requests of Telangana for redressing the injustice<br \/>\ndone either deliberately or mistakenly. Central government has<br \/>\nbeen totally indifferent in adjusting the amount credited to<br \/>\nAndhra Pradesh account. Total indifference in the<br \/>\nimplementation of many provisions in the Parliament enacted<br \/>\nA.P.Reorganization Act is totally undemocratic.<br \/>\n24. I am placing before this August House a brief account of<br \/>\nthe significant progress achieved by Telangana in the last eight<br \/>\nand a half years despite lack of support from the Centre.<br \/>\nAgriculture<\/p>\n<p>9<\/p>\n<p>25. Agriculture growth supports the growth of other sectors of<br \/>\nthe economy. Profitable and sustainable agriculture in the<br \/>\nState has become a torchbearer for the entire country. Farmers<br \/>\nall over the country are demanding that the farmers\u2019 welfare<br \/>\nschemes being implemented in Telangana should be<br \/>\nimplemented in their States.<br \/>\n26. Telangana government succeeded in making once crisis<br \/>\nridden agriculture vibrant and profitable and in instilling courage<br \/>\nand self-confidence in the farmers who were in a state of<br \/>\ndespair. With the unstinted efforts of the government, the<br \/>\ndrought prone agriculture in Telangana with water availability<br \/>\nhas transformed into a drought proof high production sector.<br \/>\nThis transformation is entirely conceived, conceptualized and<br \/>\nimplemented by the Hon\u2019ble Chief Minister. Therefore, in<br \/>\nTelangana he is treated with great respect as a protector of<br \/>\nfarmers interests. He is being showered with Heartful<br \/>\nblessings by the farmers.<br \/>\n27. In the ten years preceding the formation of Telangana, an<br \/>\namount of Rs.7,994 crore was spent in the agriculture sector.<br \/>\nIn contrast, since the formation of the State, the expenditure<br \/>\nincurred by the Telangana government on agriculture sector up<br \/>\nto January, 2023 is Rs.1,91,612 crore, which is twenty times<br \/>\nmore than the expenditure incurred in the ten years prior to the<br \/>\nformation of the State.<\/p>\n<p>10<\/p>\n<p>28. Under the able stewardship of Hon\u2019ble Chief Minister who<br \/>\nis a personification of a farmer, there is confidence in the eyes<br \/>\nof the farmers instead of despondency.<br \/>\n29. Unlike any other Chief Ministers in the past, Hon\u2019ble<br \/>\nChief Minister introduced numerous schemes one after the<br \/>\nother for the welfare of farmers and development of agriculture.<br \/>\nThese programmes include Rythu Bandhu, Rythu Bhima, free<br \/>\n24-hour uninterrupted quality electricity, farm loan waiver,<br \/>\nrenovation of tanks, completion of pending projects, distribution<br \/>\nof fertilizers in a timely manner, seed distribution, control of<br \/>\nspurious seeds, appointment of Agriculture Extension Officers,<br \/>\nRythu Vedikalu, drying platforms, Rythu Samanvaya Samithies<br \/>\nand implementation of other agricultural reforms. Government<br \/>\nis extending a helping hand to the farmers right from the stage<br \/>\nof ploughing to purchasing every seed offered for sale by the<br \/>\nfarmers.<br \/>\n30. Telangana is the only State in the country which is<br \/>\nsupplying electricity and water without any charges to farmers.<br \/>\nAs a result of these important initiatives, the growth rate of<br \/>\nagriculture in Telangana is nearly double the growth rate in the<br \/>\ncountry.<br \/>\n31. While the growth average growth rate of gross value<br \/>\nadded by agriculture and allied sectors at constant prices in the<br \/>\ncountry is 4 per cent from 2015-16 to 2021-22, it is 7.4 per cent<\/p>\n<p>11<\/p>\n<p>in Telangana. This is proof of Telangana\u2019s significant<br \/>\nachievement in agriculture sector under the leadership of<br \/>\nHon\u2019ble Chief Minister.<br \/>\n32. The area under cultivation has increased significantly<br \/>\nfrom 131.33 lakh acres in 2014-15 to 215.37 lakh acres in<br \/>\n2020-21 as a result of the programmes taken up by the<br \/>\nTelangana government for the development of agriculture<br \/>\nsector. The production of paddy increased three-fold from<br \/>\n68.17 lakh M.T in 2014-15 to 2.02 crore M.T in 2021-22.<br \/>\nToday, Telangana has emerged as \u2018Annapurna\u2019 for the country.<br \/>\n33. I will now place before you a brief account of the welfare<br \/>\nprogrammes taken up in Telangana State.<\/p>\n<p>12<\/p>\n<p>Rythu Bandhu<br \/>\n34. In the history of the entire nation, Telangana is the only<br \/>\nState to provide investment support of Rs.65,000 crore to 65<br \/>\nlakh farmers.<br \/>\n35. Rythu Bandhu, which is the brainchild of our Hon\u2019ble<br \/>\nChief Minister has received appreciation all over the world.<br \/>\nThis scheme has lit the lamp of hope in the hearts of the<br \/>\nfarmers, who were once trapped in debt burden forcing them to<br \/>\ncommit suicides. In addition to reassuring them, the scheme<br \/>\nhas wiped away tears from the eyes of the farmers. As soon as<br \/>\nthey hear the tring tring sound of the phone conveying the<br \/>\nmessage that the amount has been credited to their bank<br \/>\naccounts, the faces of lakhs of farmers brighten up.<br \/>\n36. Despite cuts in the resource transfers to States on<br \/>\naccount of non-fixing of meters to electric pump sets, unilateral<br \/>\ncuts in the FRBM limits and Corona Pandemic, government<br \/>\nmade available investment support of Rs.10,000 per acre on a<br \/>\ntimely basis. This clearly demonstrates the affection of Hon\u2019ble<br \/>\nChief Minister towards farmers.<br \/>\n37. The Rythu Bhima scheme is providing immense comfort<br \/>\nto the farmers\u2019 families. In the event of unfortunate death of a<br \/>\nfarmer, an amount of Rs.5 lakh is made available to the<br \/>\nfarmer\u2019s family within 10 days. Without imposing any burden,100 per cent of the premium amount is being paid by the<br \/>\ngovernment to the Life Insurance Corporation of India. There<br \/>\nis no instance of any other government providing assistance to<br \/>\nfarmers\u2019 families as is being done in Telangana. To get the<br \/>\ninsurance amount, there is no need to go to any office, no need<br \/>\nto file an application and no involvement of middle men. So<br \/>\nfar, assistance of Rs.5,384 crore has been made available<br \/>\nunder this scheme to about one lakh families of farmers.<br \/>\n38. Telangana government has purchased every grain<br \/>\nproduced by the farmers in the last eight and a half years.<br \/>\nWhile 24 lakh M.T of paddy was procured in 2014-15, 65 lakh<br \/>\nM.T of paddy has been procured in 2022-23 till now. Even<br \/>\nduring 2020-21, when the Covid Pandemic was at its peak,<br \/>\ngovernment procured 141.04 lakh M.T to ensure that farmers<br \/>\ndo not face any difficulties.<br \/>\n39. In the last Yasangi season, the Central government<br \/>\ndeliberately created a problem by not procuring paddy from<br \/>\nTelangana. This was done under the lame pretext that the<br \/>\nYasangi paddy produced in Telangana has more broken rice<br \/>\ncomponent. The comment made by the Union Minister that<br \/>\nTelangana people should cultivate the habit of eating broken<br \/>\nrice has deeply hurt the sentiments of Telangana people to no<br \/>\nend. I may recall that though the Centre washed off its hands,<br \/>\nthe entire paddy was procured by the State government without<\/p>\n<p>14<\/p>\n<p>bothering about the financial burden on the instructions of<br \/>\nHon\u2019ble Chief Minister.<\/p>\n<p>15<\/p>\n<p>Incentives for the cultivation of Oil Palm<br \/>\n40. The moisture content in the air in Telangana has<br \/>\nincreased significantly following the construction of irrigation<br \/>\nprojects, renovation of tanks and construction of check dams.<br \/>\nAs a result, Telangana has become suitable for the cultivation<br \/>\nof oil palm. Today, the country is importing palm oil on a large<br \/>\nscale. There is good demand for oil palm in the market. By<br \/>\ncultivating oil palm, farmers are likely to get a net income of<br \/>\nRs.1,50,000 per annum per acre. Keeping this in view, the<br \/>\nState government has set a target of extending oil palm<br \/>\ncultivation to 20 lakh acres. The government is extending<br \/>\nincentives on a large scale to motivate the farmers to take up<br \/>\noil palm cultivation which yields high income to the farmers.<br \/>\nFor subsidizing oil palm plants, fertilizers and drip irrigation,<br \/>\nState government is providing separate budgetary allocations.<br \/>\nTotal an amount of Rs.1,000 crore is proposed in the<br \/>\nBudget for oil palm cultivation.<br \/>\nRythu Vedikalu<br \/>\n41. With a view to providing a common platform to the<br \/>\nfarmers and to foster coordination among themselves, one<br \/>\nRythu Vedika has been constructed for every 5000-acre<br \/>\ncluster. So far, 2,601 Rythu Vedikas have been constructed at<br \/>\na cost of Rs.572 crore.<\/p>\n<p>16<\/p>\n<p>Amount proposed in the Budget for the Agriculture<br \/>\nDepartment is Rs.26,831 crore.<br \/>\nIrrigation<br \/>\n42. Overflowing tanks even in summer season and river<br \/>\nwaters being stored in Reservoirs through Lift Irrigation<br \/>\nProjects clearly demonstrate the spectacular achievement of<br \/>\nTelangana in the irrigation sector.<br \/>\n43. In the combined State, injustice was done to Telangana<br \/>\nin the irrigation sector. With dependence on wells and bores,<br \/>\nfarmers were debt ridden and forced to commit suicides. With<br \/>\ndilapidated houses and parched lands, Telangana was in dire<br \/>\nstraits. Today, in our own State, we are witnessing a golden<br \/>\nera in irrigation. Following the construction of major and<br \/>\nmedium irrigation projects, all over the State there are green<br \/>\nfields and Telangana has transformed into \u2018Annapurna\u2019 for the<br \/>\ncountry.<br \/>\nMission Kakatiya<br \/>\n44. The tanks constructed from the era of Kakatiyas to Asaf<br \/>\nJahis have become dilapidated due to utter neglect by the<br \/>\ndemocratic leaders in the combined State. Soon after<br \/>\nassuming office, Hon\u2019ble KCR garu introduced Mission<br \/>\nKakatiya for the renovation of dilapidated tanks. This has<br \/>\nyielded good results. With the renovation of tanks, storage<\/p>\n<p>17<\/p>\n<p>capacity has increased. With their linkage to irrigation projects,<br \/>\nthere is sufficient water in the tanks even during the summer<br \/>\nseason. There is an increase in the ground water levels. An<br \/>\nayacut of 15 lakh acres has been stabilized.<br \/>\n45. Mission Kakatiya became a role model for Central<br \/>\ngovernment\u2019s Amrit Sarovar scheme. It is a matter of pride to<br \/>\nall of us that many States are renovating their tanks on the<br \/>\nlines of Mission Kakatiya.<br \/>\n46. Telangana government expeditiously completed the<br \/>\npending projects of Kalvakurthy, Bhima, Nettempadu, Koil<br \/>\nSagar, Yellampalli, Mid Manair, Devadula and others. With<br \/>\nthis, new ayacut of 20 lakh acres has been created. There are<br \/>\ngreen fields all over the combined Palamuru district which was<br \/>\nknown for recurring droughts and out migration. The fact that<br \/>\nagriculture labour from other States are coming to the district<br \/>\nclearly demonstrates the transformation.<br \/>\n47. The State government has taken up construction of 1200<br \/>\ncheck dams involving an expenditure of Rs.3,825 crore. In the<br \/>\nfirst phase, 650 check dams have been completed. The<br \/>\nconstruction works of remaining check dams are in progress.<br \/>\n48. The Palamuru-Ranga Reddy Lift Irrigation Project has<br \/>\nbeen taken up to revive the agriculture sector in the combined<br \/>\nPalamuru and Ranga Reddy districts. Nearly, 60 per cent of the<br \/>\nworks have been completed. At this stage, some unscrupulous<br \/>\npeople are conspiring to stall the project by filing cases in<br \/>\nCourts of Law. The government is determined to complete the<br \/>\nproject very soon after obtaining the necessary environmental<br \/>\nclearances.<br \/>\n49. With a view to providing irrigation facilities and greenery<br \/>\nacross the combined Khammam district, works relating to Sita<br \/>\nRama Project are going on at brisk pace. During the current<br \/>\nfinancial year by completing the project, in addition to providing<br \/>\nirrigation to the drought prone areas in the combined<br \/>\nKhammam district, Paleru Reservoir will be linked to the project<br \/>\nto stabilize the ayacut when there is shortage of water in the<br \/>\nNSP. With this linkage, farmers in Khammam district will be<br \/>\nable to cultivate two crops without bothering about the rainfall.<br \/>\n50. In the history of the entire country, the construction of<br \/>\nKaleshwaram Project is a milestone. With the determined<br \/>\nefforts of the Hon\u2019ble Chief Minister, expertise of the irrigation<br \/>\nengineers and the efforts of thousands of workers, the<br \/>\nmultistage major lift irrigation project has been completed<br \/>\nwithin a short period of three and a half years.<br \/>\n51. Today, the irrigation facilities are available to 73,33,000<br \/>\nacres. In the next two to three years, an additional 50,24,000<br \/>\nacres will be brought under irrigation. The vision of the Ho\u2019ble<br \/>\nChief Minister to provide irrigation to over one crore acres will<br \/>\nsoon become a reality.<\/p>\n<p>19<\/p>\n<p>52. Telangana government is proceeding with the<br \/>\nconstruction of irrigation projects with all determination. The<br \/>\nCentral government is creating hurdles by not giving<br \/>\nclearances in a timely manner besides not extending any<br \/>\nassistance. On the issue of determining the share of<br \/>\nTelangana in the Krishna waters, the Centre has been adopting<br \/>\nan indifferent attitude. Though Telangana has made many<br \/>\nrequests to the Centre to give national status to atleast one<br \/>\nirrigation project in the State, there is no response from the<br \/>\nCentre. By giving national status to projects in U.P and<br \/>\nKarnataka, the Centre has demonstrated its discriminatory<br \/>\nattitude.<br \/>\n53. Come what may Telangana government is determined to<br \/>\nprovide irrigation to 1 crore 25 lakh acres within a short period<br \/>\ntreating the blessings of the people as its main support and<br \/>\nstrength. An amount of Rs.26,885 crore is proposed for the<br \/>\nIrrigation Sector.<br \/>\nPower Sector<br \/>\n54. Telangana is the only State in the country providing<br \/>\nuninterrupted 24-hour quality power supply to all the sectors of<br \/>\nthe economy and free power to the agriculture sector. The<br \/>\nachievement of Telangana in the power sector has spread all<br \/>\nover the country. Hon\u2019ble Chief Minister has created history by<br \/>\npermanently putting an end to power cuts and power holidays.<\/p>\n<p>20<\/p>\n<p>55. At the time of the formation of the State, the installed<br \/>\npower capacity was only 7,778 M.W. Following the numerous<br \/>\ninitiatives taken under the leadership of Hon\u2019ble Chief Minister,<br \/>\ntoday the installed capacity has reached 18,453 M.W. After the<br \/>\nformation of the State, the government has spent an amount of<br \/>\nRs.38,070 crore for strengthening the power sector,<br \/>\ntransmission and distribution.<br \/>\n56. Four units of Bhadradri Power Plant with an installed<br \/>\ncapacity of 1,080 M.W have commenced power generation.<br \/>\nPower generation has also commenced in Kothagudem Power<br \/>\nPlant with a capacity of 800 M.W. The Jaipur Power Plant in<br \/>\nMancherial district with a capacity of 1200 M.W constructed by<br \/>\nSingareni Collieries has also commenced generation of power.<br \/>\nIn addition to this, power plants with a generating capacity of<br \/>\n8,085 M.W are under construction.<br \/>\n57. The construction of Yadadri Ultra Mega Thermal Power<br \/>\nPlant at Damaracharla in Nalgonda district with a capacity of<br \/>\n4,000 M.W is in the final stages. I am very happy to inform that<br \/>\npower generation from this plant will commence from this<br \/>\nfinancial year itself.<br \/>\n58. Telangana State has been in the forefront in the<br \/>\ngeneration of renewable sources of energy. At the time of the<br \/>\nformation of the State, solar power generation was only 74<\/p>\n<p>21<\/p>\n<p>M.W. As a result of the efforts taken by the government, today<br \/>\nthe generation of solar power stands at 5,741 M.W.<br \/>\n59. The per capita consumption of electricity is an indicator of<br \/>\neconomic progress. The per capita consumption of electricity<br \/>\nin 2014-15 was only 1,356 units. By 2021-22, the per capita<br \/>\nconsumption has increased to 2,126 units. The per capita<br \/>\nconsumption of electricity in the country is 1,255 units. It is a<br \/>\nmatter of pride that the per capita consumption of electricity in<br \/>\nTelangana is 69 per cent higher than the national average.<br \/>\nAn amount of Rs.12,727 crore is proposed for the Energy<br \/>\nDepartment.<br \/>\nMission Bhagiratha<br \/>\n60. An examination of the history of independent India<br \/>\nreveals that all the governments in the office so far have failed<br \/>\nto provide the basic necessity of drinking water to the people of<br \/>\nthis country. The suffering of the people on account of<br \/>\nshortage of drinking water and diseases caused by impure<br \/>\nwater are beyond description. Telangana is the only State in<br \/>\nthe country to have overcome completely the problem of<br \/>\ndrinking water.<br \/>\n61. Under Mission Bhagiratha, the brainchild of Hon\u2019ble Chief<br \/>\nMinister, piped drinking water is being supplied to every<br \/>\nhousehold. Telangana has fully succeeded in controlling all<\/p>\n<p>22<\/p>\n<p>water borne diseases. There are no fluoride affected areas in<br \/>\nthe State now. The Central government has stated in the<br \/>\nParliament in September, 2020 that Telangana is supplying<br \/>\npiped protected drinking water to households.<br \/>\n62. Inspired by Mission Bhagiratha, Central government is<br \/>\nimplementing \u2018Har Ghar Jal Yojana\u2019. NITI Aayog has also<br \/>\ncommended Mission Bhagiratha, which has become a role<br \/>\nmodel for the entire country. Mission Bhagiratha was awarded<br \/>\nthe first prize under Jal Jeevan Awards on October 2, 2022.<br \/>\n63. I am happy to share with the Hon\u2019ble Members that<br \/>\nMission Bhagiratha has been completed not only in the<br \/>\nshortest time but with utmost economy in expenditure. As<br \/>\nagainst the administrative sanction of Rs.44,933.66 crore, the<br \/>\nactual expenditure incurred on the Mission at the closure of the<br \/>\nproject is only Rs.36,900 crore. Thus, with immaculate planning<br \/>\nthe project was implemented in a very cost effective manner<br \/>\nand thereby the Government was able to save an amount of<br \/>\nRs.8,033.66 crore.<br \/>\nCivil Supplies<br \/>\n64. After the formation of Telangana, caps on the distribution<br \/>\nof ration rice to the poor have been removed. Each member of<br \/>\nthe family is being supplied ration rice of 6 kg per month.<\/p>\n<p>23<\/p>\n<p>65. For the distribution of ration rice, the government has so<br \/>\nfar incurred an expenditure of Rs.20,638 crore. During the<br \/>\nCorona period, free rice was distributed incurring an<br \/>\nexpenditure of Rs.4,072 crore.<br \/>\nAn amount of Rs.3,117 crore is proposed in the Budget for civil supplies.<br \/>\nPeople\u2019s welfare \u2013 Aasara Pensions<br \/>\n66. Hon\u2019ble Chief Minister is of the opinion that any<br \/>\ndevelopment which does not address the welfare of the people<br \/>\nis not sustainable and even not legitimate. In the country, few<br \/>\npolitical parties are ridiculing welfare programmes by calling<br \/>\nthem as \u2018revadi\u2019. Welfare programmes are being ridiculed as<br \/>\nfreebies.<br \/>\n67. Public administration is not a commercial activity which<br \/>\nlooks at everything from the point of view of loss and gain.<br \/>\nInstead of viewing the welfare programmes from the point of<br \/>\nview of loss or gain, they should be looked from humanitarian<br \/>\nangle. It is very unfortunate that some of the political parties<br \/>\nlack this wisdom. Hon\u2019ble Chief Minister in his interaction with<br \/>\nthe Finance Commission in 2019 had categorically stated that<br \/>\n\u201cHum Sarkar Chala Rahe Hai..Vyapaar Nahi\u201d.<br \/>\n68. By making administration humanitarian, the Government<br \/>\nof Telangana has been allocating a lion\u2019s share of its resources<br \/>\nto welfare programmes. In a symbolic manner, the previous<br \/>\ngovernments distributed only Rs.200 as monthly pension.<br \/>\nTelangana government has increased the Aasara pensions<br \/>\nfrom Rs.200 to Rs.2016. The amount of monthly pension for<br \/>\nphysically challenged people has been increased to Rs.3,016.<\/p>\n<p>25<\/p>\n<p>69. As the government knows the difficulties of people, the<br \/>\nAasara pension of Rs.2,016 per month has been extended to<br \/>\nBidi workers, single woman, filaria patients and dialysis<br \/>\npatients though such a promise was not included in the<br \/>\nmanifesto and though there was no such demand.<br \/>\n70. In 2014, the number of pensioners was 29,21,828. The<br \/>\nexpenditure incurred on their pension per year was Rs.861<br \/>\ncrore. After the formation of Telangana, the number of Aasara<br \/>\npension holders has increased to 44,12,882. Towards their<br \/>\npension, the government is incurring an expenditure of<br \/>\nRs.11,628 crore per annum. Since the formation of the State,<br \/>\nnew Aasara pensions amounting to Rs.54,989 crore has been<br \/>\nmade available to the beneficiaries.<br \/>\n71. As promised in the last Budget, Aasara pensions are<br \/>\nbeing made available to all the eligible people, who have<br \/>\ncrossed the age of 57 years. Accordingly, 8,96,592 people<br \/>\nhave been sanctioned Aasara pensions in 2022.<br \/>\nAn amount of Rs.12,000 crore is proposed towards<br \/>\nAasara Pensions.<br \/>\nDalit Bandhu<br \/>\n72. In independent India, Dalits are facing discrimination.<br \/>\nFollowing the efforts of the architect of the Indian Constitution<br \/>\nDr.B.R.Ambedkar, there has been some improvement in the<\/p>\n<p>26<\/p>\n<p>lives of Dalits. But these efforts are not being continued by the<br \/>\nsuccessive governments. As a result, the Dalit habitations<br \/>\ncontinue to remain in poverty.<br \/>\n73. The revolutionary scheme introduced by the Telangana<br \/>\ngovernment to promote the development of suppressed and<br \/>\noppressed Dalits is Dalit Bandhu. This scheme has been<br \/>\nconceived and designed by the Hon\u2019ble Chief Minister in order<br \/>\nto enable Dalits to develop economically with their own efforts<br \/>\nand self-employment.<br \/>\n74. The State government is extending financial support of<br \/>\nRs.10 lakh to each Dalit family, in a first of its kind such<br \/>\ninitiative in the entire country. The assistance extended under<br \/>\nDalit Bandhu will not only enable them to improve their financial<br \/>\nposition but also help in strengthening the State economy with<br \/>\ntheir collective investments.<br \/>\n75. The government is providing reservation to Dalits in<br \/>\nprofitable business activities which require licensing.<br \/>\nAn amount of Rs.17,700 crore is proposed for Dalit<br \/>\nBandhu scheme.<br \/>\n76. With a view to ensuring the development of Scheduled<br \/>\nCastes and Tribes, the State government has brought in SC,<br \/>\nST Special Development Fund Act. Funds are allocated in the<br \/>\nproportion of SC\/ST population in the State.<\/p>\n<p>27<\/p>\n<p>77. There is statutory protection to ensure that the funds<br \/>\nallocated for the welfare of the SCs and STs are not diverted to<br \/>\nother schemes. In case, funds are not fully utilized in a<br \/>\nfinancial year, the Act ensures that these unspent funds are<br \/>\ncarried forward to the next year. The details of the amounts<br \/>\nspent by the government under the SC, ST Development<br \/>\nSpecial Fund have been made available to the Hon\u2019ble<br \/>\nMembers in a pen drive.<br \/>\nIn the Budget, an amount of Rs.36,750 crore is proposed<br \/>\nas Special Development Fund for Scheduled Castes.<br \/>\n78. The government is extending Ambedkar Overseas<br \/>\nScholarship of Rs.20 lakh each to Dalit students to enable<br \/>\nthem to pursue their higher studies abroad. So far,<br \/>\nscholarships to 953 students have been sanctioned.<br \/>\n79. At the time of the formation, the number of SC<br \/>\nResidential Schools was only 134. After the formation of the<br \/>\nState, their number has increased to 268. The number of<br \/>\nstudents in residential schools has increased from 71,688 to<br \/>\n1,55,863.<br \/>\n80. For domestic use, up to 101 units of electricity is being<br \/>\nmade available free of cost to a Dalit household. Under this<br \/>\nscheme, an amount of Rs.251 crore has been spent.<br \/>\nTribal Welfare<\/p>\n<p>28<\/p>\n<p>81. In fulfillment of his promise, Hon\u2019ble Chief Minister hastaken a revolutionary decision to provide 10 per cent<br \/>\nreservation to Girijans in educational institutions and<br \/>\ngovernment employment, thereby, more than meeting their<br \/>\naspirations.<br \/>\n82. By converting all the 2,471 Girijan thandas and gudems<br \/>\nwith population of more than 500 into Gram Panchayats,<br \/>\nHon\u2019ble Chief Minister has fulfilled their aspirations to have<br \/>\ntheir own rule in their own thandas. At present there are 3,146<br \/>\nGirijan Gram Panchayat Sarpanches in the State. For every<br \/>\nnewly established Girijan Gram Panchayat, an amount of Rs.<br \/>\n20 lakh has been sanctioned for the construction of Panchayat<br \/>\nBhawan. In the liquor shop licenses, reservation has been<br \/>\nprovided to Girijans.<br \/>\n83. The government has sanctioned 1,650 posts in the Tribal<br \/>\nWelfare Department. To provide transport facilities to 1,287<br \/>\nthandas and gudems, the government has sanctioned an<br \/>\namount of Rs.1,385 crore for the construction of roads with a<br \/>\ntotal length of 2,500 KMs.<br \/>\n84. For providing three phase current to 3,467 Girijan<br \/>\nhabitations, government spent an amount of Rs.221 crore. One<br \/>\nlakh Girijan families in the State are being supplied free<br \/>\nelectricity up to 101 units per month and the amount incurred<br \/>\nso far is Rs.192 crore.<\/p>\n<p>29<\/p>\n<p>85. To provide quality education to Girijan students, the<br \/>\ngovernment has established 183 Tribal Welfare Residential<br \/>\nInstituions. Such a facility is not available anywhere in the<br \/>\ncountry. In these institutions 75,410 students are receiving<br \/>\nhigh quality education.<br \/>\n86. With a view to instilling self-respect among Adivasies and<br \/>\nBanjaras, the State government has not only allocated costly<br \/>\nland in the middle of the city but constructed Adivasi and<br \/>\nBanjara Bhavans on a grand scale. These Bhavans named<br \/>\nafter Komaram Bheem and Sevalal Maharaj have been<br \/>\nprovided with all modern facilities. These Bhavans have been<br \/>\ninaugurated by the Hon\u2019ble Chief Minister himself. This is a<br \/>\nmatter of pride to the entire State.<br \/>\n87. The government is celebrating Adivasi Hero Komaram<br \/>\nBheem\u2019s Jayanti and the Jayanti of Banjara\u2019s saint Sevalal<br \/>\nMaharaj as State festivals.<br \/>\n88. Considered as Kumbha Mela of Telangana, Samakka<br \/>\nSaralamma Jathara is being celebrated by the government as<br \/>\nan official event. For this jathara, which is celebrated once in<br \/>\ntwo years, the government is providing facilities to lakhs of<br \/>\npeople. So far, an amount of Rs.354 crore was incurred to<br \/>\nprovide amenities to pilgrims.<\/p>\n<p>30<\/p>\n<p>89. In addition to these, Nagoba, Bourampur, Jangu Bhai,<br \/>\nNancharamma and other Jatharas are being celebrated<br \/>\nofficially.<br \/>\nIn the Budget, an amount of Rs.15,233 crore is proposed<br \/>\nas Special Development Fund for Scheduled Tribes.<br \/>\nB.C.Welfare<br \/>\n90. Telangana government is working in a committed manner<br \/>\nin launching special programmes for the development of<br \/>\nweaker sections of the society, who depend mainly on<br \/>\ntraditional occupations for their livelihood. In order to develop<br \/>\nthe economy of the villages, government is giving incentives to<br \/>\nthose engaged in traditional occupations.<br \/>\n91. In Animal Husbandry and Fisheries, Telangana<br \/>\ngovernment have achieved significant progress. The<br \/>\ncontribution of animal husbandry sector to the GSDP of the<br \/>\nState increased from 6.3 percent in 2014-15 to 9 per cent in<br \/>\n2021-22. The value of Animal Husbandry sector stood at<br \/>\nRs.93,599 crore in the year 2021-22.<br \/>\n92. Telangana government has taken up distribution of sheep<br \/>\non a large scale to help the Golla Kuruma communities, whose<br \/>\nmain occupation is rearing of sheep. With an outlay of<br \/>\nRs.11,000 crore the government is proceeding ahead with a<br \/>\ntarget of distributing 7.3 lakh units of sheep.<\/p>\n<p>31<\/p>\n<p>93. The number of sheep with the Golla Kuruma Community<br \/>\nin our State is the highest in the country. The meat production<br \/>\nhas increased from 5.05 lakh M.T in 2014 to 10.85 lakh M.T in<br \/>\n2022. By standing at fifth place in the production of meat in the<br \/>\ncountry, Telangana ushered in pink revolution.<br \/>\nFish Rearing<br \/>\n94. From importing fish to meet the requirements of the<br \/>\npeople, Telangana has emerged as a fish exporting State. Fish<br \/>\nrearing is taken up in all the waterbodies in the State. With the<br \/>\nforesight of Hon\u2019ble Chief Minister, tanks have been revived<br \/>\nunder Mission Kakatiya. New check dams have been<br \/>\nconstructed. With the construction of Reservoirs as part of<br \/>\nirrigation projects and linking the tanks with irrigation projects,<br \/>\nfish rearing has picked up significantly. The government has<br \/>\nbeen distributing fish seedlings free of cost and provided<br \/>\nopportunities to the members of local Gangaputra and Mudiraj<br \/>\ncommunities to catch and sell their fish.<br \/>\n95. In 2016-17, the fish production was 1.93 lakh tones<br \/>\nvalued at Rs.2,190 crore. The production increased to 3.9 lakh<br \/>\ntones which is valued at Rs.5,860 crore in 2021-22. This<br \/>\nwealth is the result of Blue Revolution ushered in by the<br \/>\nTelangana government.<br \/>\nAssistance to Handloom weavers<\/p>\n<p>32<\/p>\n<p>96. The State of Telangana is well known for its handloom<br \/>\nproducts. Handloom centers at Pochampally, Narayanpet,<br \/>\nGadwal, Siricilla, Siddipet and other places have received<br \/>\nnational and international recognition.<br \/>\n97. Before the formation of Telangana, the lives of handloom<br \/>\nweavers were like lamps in the open field. There was not<br \/>\nenough work. With no marketing facilities, sales were very<br \/>\npoor. With lack of support from the government, the handloom<br \/>\nsector was in deep crisis. The situation was so bad that<br \/>\nsuicides were considered as the only option available.<br \/>\nTelangana government is extending all support to the<br \/>\nhandloom sector. With this, there is significant improvement in<br \/>\nthe lives of the handloom workers. There is no scarcity of<br \/>\nemployment. State government is procuring sarees for<br \/>\ndistribution during the Bathukamma festival from handloom and<br \/>\npower-loom sectors. With this, there is enough work for<br \/>\nhandloom workers although the year.<br \/>\n98. After conducting a digital survey, the government has<br \/>\nidentified 21,585 handloom workers and 43,104 power-loom<br \/>\nworkers and provided them with geo tagging numbers. As a<br \/>\nresult, the incentives and the benefits being provided are being<br \/>\ncredited to the bank accounts in a transparent manner.<br \/>\n99. The government is providing 50 per cent subsidy for the<br \/>\npurchase of yarn and chemicals under Chenetha Mithra<\/p>\n<p>33<\/p>\n<p>Scheme. Under this scheme, so far, Rs.33.17 crore subsidy<br \/>\nhas been disbursed to 20,501 handloom workers.<br \/>\n100. In addition to providing Aasara pension to handloom<br \/>\nworkers, they are being provided with an insurance amount of<br \/>\nRs.5 lakh. For the insurance of handloom workers, the<br \/>\ngovernment is incurring annual expenditure of Rs.21 crore<br \/>\ntowards premium. In the event of unfortunate death of a<br \/>\nhandloom worker, insurance amount of Rs.5 lakh is being<br \/>\nmade available within 10 days of his death to the family<br \/>\nmembers.<br \/>\n101. Outstanding loans up to Rs.1 lakh have been waived to<br \/>\nbenefit handloom workers. So far, loans amounting to Rs.29<br \/>\ncrore have been waived.The government is extending loans to<br \/>\nhandloom workers and societies under \u2018Pavala Vaddi Scheme\u2019.<br \/>\nSo far, such loans amounting to Rs.120 crore have been<br \/>\nextended to 523 societies.<br \/>\n102. By establishing Kakatiya Mega Textile Park and Sircilla<br \/>\nApparel Park, the government has given a boost to the<br \/>\nhandloom industry. In order to provide special incentives to<br \/>\nhandloom workers, the government launched \u2018Nethannaku<br \/>\nCheyutha\u2019 Savings Scheme.<br \/>\n103. The government has unveiled the statue of Acharya<br \/>\nKonda Laxman Bapuji, a well-wisher of handloom workers at<br \/>\nJala Drushyam. His Jayanthi is being celebrated every year<br \/>\nofficially.<br \/>\n104. While the State government is making every effort to<br \/>\npromote handloom industry, the Centre is doing exactly the<br \/>\nopposite. The handloom sector, which is already witnessing<br \/>\nfewer sales and in its last breath, is burdened with the<br \/>\nimposition of 5 per cent GST by the Centre. This is a matter of<br \/>\nserious concern.<br \/>\nToddy Tappers\u2019 Welfare<br \/>\n105. After the formation of Telangana, the government has<br \/>\ntaken special measures for the welfare of Toddy tappers. Tax<br \/>\narrears on toddy trees have been completely waived. The<br \/>\npractice of levying taxes on toddy trees is done away with. The<br \/>\ngovernment has facilitated the formation of new societies.<br \/>\n106. In order to provide additional benefits to the toddy<br \/>\ntappers, the government has taken up a project to convert<br \/>\nNeera into a soft drink. For this purpose, an amount of Rs.25<br \/>\ncrore has been spent. Along with Neera production, processing<br \/>\nunits and Neera cafes are ready for inauguration.<br \/>\n107. In case of accidental death of toddy workers, their<br \/>\nfamilies are being provided with a compensation of Rs.5 lakh.<br \/>\nTelangana government has provided 15 per cent reservation to<\/p>\n<p>35<\/p>\n<p>Gowda community in the allocation of liquor shops which is not<br \/>\nbeing implemented in any other state in our country<br \/>\n108. Jayanthi and Vardanthi of Sardar Sarvai Papanna, who is<br \/>\nthe personification of Gowda community pride are being<br \/>\ncelebrated officially.For the laundries run by Rajakulu and<br \/>\nsaloons run by Nayee Brahmins, electricity up to 250 units per<br \/>\nmonth is being provided free of cost.<br \/>\nB.C.Residential Institutions<br \/>\n109. The Telangana government has increased the number of<br \/>\nB.C.Gurukulas substantially. Prior to 2014, there were only 19<br \/>\nGurukulas and in these institutions only 8,000 students were<br \/>\ngetting educational facilities. Telangana government increased<br \/>\nthe number of B.C.Residential educational institutions to 310.<br \/>\nAmong these institutions, the number of residential schools and<br \/>\njunior colleges is 294, the number of women agricultural<br \/>\ncolleges is 2 and the remaining 14 institutions are residential<br \/>\ndegree colleges. The number of students in these institutions<br \/>\nis 1,65,160.<\/p>\n<p>36<\/p>\n<p>Mahatma Jyotiba Phule Overseas Vidya Nidhi<br \/>\n110. Telangana government is implementing Overseas Vidya<br \/>\nNidhi named after Mahatma Jyotiba Phule, who had devoted<br \/>\nhis entire life for the upliftment of downtrodden people in the<br \/>\nsociety. BC students who are pursuing higher education<br \/>\nabroad are being given a scholarship of Rs.20 lakh each. In<br \/>\nthe last eight and a half years, the government has spent<br \/>\nRs.264 crore benefiting 2,976 students.<br \/>\nAtma Gowrava Bhavans for BCs<br \/>\n111. In the capital city of the State, the government is<br \/>\nconstructing Atma Gowrava Bhavans for 41 categories of BCs.<br \/>\nFor this purpose, 87 acres of most expensive land in Ranga<br \/>\nReddy and Medchal-Malkajgiri districts has been allocated. An<br \/>\namount of Rs.95.25 crore has been allocated for this purpose.<br \/>\nSome of these Bhavans will be inaugurated shortly.<br \/>\nAn amount of Rs.6,229 crore is proposed in the Budget<br \/>\nfor the welfare of BCs.<br \/>\nKalyana Lakshmi\/Shaadi Mubarak<br \/>\n112. Moved by the plight of the poor families in performing the<br \/>\nmarriage of their daughters, Hon\u2019ble Chief Minister has<br \/>\nintroduced Kalyana Lakshmi\/Shaadi Mubarak scheme, though<br \/>\nthere was no such assurance given in the election manifesto.<br \/>\nUnder this scheme, for meeting the expenditure for the<\/p>\n<p>37<\/p>\n<p>marriage of girls of poor families, an assistance of Rs.1,00,116<br \/>\nis being extended, notwithstanding their religion and caste.<br \/>\n113. Since the inception of the scheme, for the marriage<br \/>\nexpenses of 12 lakh 469 girls, an amount of Rs.10,416 crore<br \/>\nassistance has been extended. As this scheme is applicable<br \/>\nfor girls above 18 years of age, child marriages have<br \/>\ncompletely reduced in the State.<br \/>\nFor Kalyana Lakshmi\/Shaadi Mubarak scheme an<br \/>\namount of Rs.3,210 crore is proposed in the Budget.<br \/>\nWomen and Child Welfare<br \/>\n114. For the comprehensive and inclusive development of the<br \/>\ncountry, there should be involvement of women in all the<br \/>\nsectors. Committed to the welfare of women, the government<br \/>\nis implementing many schemes on a large scale for the welfare<br \/>\nof women.<br \/>\nAarogya Lakshmi<br \/>\n115. Before the formation of the State, nutritious food was only<br \/>\nprovided in 56 per cent of the Anganwadi Centers. Now<br \/>\nnutritious food consisting of milk and eggs is being supplied in<br \/>\nall the Anganwadi Centers to pregnant and lactating women.<br \/>\nThis scheme being implemented for the welfare of women has<br \/>\nbeen appreciated by NITI Aayog.<\/p>\n<p>38<\/p>\n<p>116. 2,356 posts of Anganwadi workers which have been<br \/>\nvacant for many years have been filled up in the current year.<br \/>\nIn addition, 568 Supervisors have been appointed.<br \/>\nBalamrutham Plus<br \/>\n117. The government is taking steps to ensure that there is no<br \/>\nmalnutrition in children below five years belonging to poor<br \/>\nfamilies. In the first phase, highly nutritious food Balamrutham<br \/>\nPlus has been made available in the districts of Gadwal and<br \/>\nAsifabad. With this, the problem of malnutrition has been<br \/>\novercome within a very short period. This scheme has been<br \/>\nextended in last August to all the districts in the State.<br \/>\nBalamrutham is being supplied even to our neighbour Andhra<br \/>\nPradesh also, by Telangana Foods today.<br \/>\n118. In Telangana Foods, a new plant with a production<br \/>\ncapacity of 2,500 M.T has commenced operations from<br \/>\nDecember 16 last year. Nutritious Balamrutham is being<br \/>\nsupplied by Telangana Foods to all the 35,700 Anganwadi<br \/>\nCenters located in the State.<br \/>\nIncrease in the Honorarium to Anganwadi Teachers and<br \/>\nAsha Workers<br \/>\n119. Government of Telangana is paying an Honorarium of<br \/>\nRs.13,650 per month to Anganwadi teachers. This is much<br \/>\nhigher as compared with the amount of Rs.7,000 paid in Uttar<\/p>\n<p>39<\/p>\n<p>Pradesh, Rs.7,500 paid in Rajasthan and Rs.8,325 paid in<br \/>\nMaharashtra. I am happy to state in this august house that the<br \/>\nhonorarium paid by Telangana State is amongst the highest in<br \/>\nthe country.<br \/>\n120. The Honorarium of Asha Workers which was only<br \/>\nRs.2,000 in 2014 has been increased to Rs.9,750 per month.<br \/>\nThe amount of honorarium paid to Asha workers is Rs.3,000 in<br \/>\nMadhya Pradesh and Rajasthan, Rs.6,700 in Gujarat, Rs.4,000<br \/>\nin Karnataka and Haryana, and Rs.5,000 in Kerala. Though<br \/>\nthe Telangana government is paying higher amounts to<br \/>\nemployees at the lower level, some people with vested political<br \/>\ninterests are commenting baselessly. We expect that atleast<br \/>\nfrom now onwards they will desist from doing so.<br \/>\n121. The government is giving top priority to the protection of<br \/>\nwomen. For this purpose, SHE Teams have been formed.<br \/>\nThese Teams are working effectively to prevent eve-teasing.<br \/>\nThose behaving in an obscene manner with women are being<br \/>\ncontrolled.<br \/>\n122. The government is following the policy of providing 33 per<br \/>\ncent reservation for women in Civil Police recruitments from<br \/>\n2015. In Armed Battalions, women are being provided<br \/>\nreservation of 10 per cent.<\/p>\n<p>40<\/p>\n<p>123. With a view to enabling women to become industrialists,<br \/>\nWE-Hub has been established to provide encouragement andencouragement and<br \/>\nsupport to their startups.<br \/>\n124. Reservation to women has been introduced in the Market<br \/>\nCommittees. As a result, women are provided with the<br \/>\nopportunity of becoming Chairpersons of these committees.<br \/>\nFor Women and Child welfare an amount of Rs.2,131<br \/>\ncrore is proposed in the Budget.<br \/>\nWelfare of Minorities<br \/>\n125. Telangana government treats all religions equally.<br \/>\nWithout discrimination to any section of the society, the<br \/>\nbenefits of government programmes are made available to all.<br \/>\nBefore the formation of Telangana, the previous governments<br \/>\nwere not even spending Rs.300 crore per annum for the<br \/>\nwelfare of Minorities.<br \/>\n126. Since the formation of the State in June, 2014 to January,<br \/>\n2023, an amount of Rs.8,581 crore has been spent by the<br \/>\ngovernment for the welfare of Minorities The fact that an<br \/>\namount of Rs.1,286 crore was spent in 2021-22 for the welfare<br \/>\nof Minorities is a strong proof of the commitment of the<br \/>\nTelangana government.<br \/>\n127. The government is implementing Shaadi Mubarak<br \/>\nScheme for the Muslim girls since 2014. In the last eight and a<\/p>\n<p>41<\/p>\n<p>half years, for the marriage of 2,32,713 girls, an amount of<br \/>\nRs.1,903 crore was spent. Due to increased demand from the<br \/>\npoor beneficiaries Rs 450 crore is being proposed including an<br \/>\nadditional amount of Rs.150 crore.<br \/>\n128. For the disbursement of loans by the Minorities Welfare<br \/>\nCorporation in the current and the ensuing Financial year, an<br \/>\namount of Rs.270 crore is proposed to be spent. This is an<br \/>\nincrease of Rs 239 crore from the previous year budget.<br \/>\n129. The government has taken a decision to distribute 20,000<br \/>\nsewing machines to the poor Muslim women through the<br \/>\nMinorities Welfare Corporation.<br \/>\n130. The number of Minority Residential Educational<br \/>\nInstitutions in our State is much higher than in other States.<br \/>\nInitially, the government established 203 Minority Residential<br \/>\nSchools and later they have been upgraded into Junior<br \/>\nColleges.<br \/>\n131. For the higher education of students belonging to Minority<br \/>\ncommunities in other countries, each student is made available<br \/>\na scholarship of Rs.20 lakh.<br \/>\n132. On the occasion of celebration of festivals of all religions,<br \/>\ngifts are given to the poor. New clothes are being distributed to<br \/>\n4,50,000 Muslims during Ramzan and the number of Christians<br \/>\nreceiving new clothes is 3,00,000 as special gifts. On the<\/p>\n<p>42<\/p>\n<p>occasion of Bathukamma festival, which is being celebrating on<br \/>\na grand scale in Telangana, the government is distributing new<br \/>\nsarees to women.<br \/>\nAn amount of Rs.2,200 crore is proposed in the Budget<br \/>\nfor the welfare of Minorities.<\/p>\n<p>Welfare of Journalists<br \/>\n133. For the welfare of journalists, the government has<br \/>\nallocated Rs.100 crore as a Corpus Fund. A building for the<br \/>\nMedia Academy is being constructed at a cost of Rs.15 crore.<br \/>\nThe construction work is in the last stage. I am very happy to<br \/>\nshare with the journalist friends that this Bhavan will be<br \/>\ninaugurated very shortly.<br \/>\nWelfare of Brahmins<br \/>\n134. The government of Telangana has spent Rs 51 crore for<br \/>\nthe welfare of the Brahmins through Brahmin Samkshema<br \/>\nParishad. Through this Parishad, financial assistance is being<br \/>\nmade available to poor Brahmins for self-employment. Under<br \/>\nVivekananda Overseas Vidya Pathakam, a scholarship of<br \/>\nRs.20 lakh is being made available to each student.<br \/>\n135. Brahmins Sadan, which was constructed in 6 acres of<br \/>\nland in Gopannapalli with an amount of Rs.20 crore, is ready<br \/>\nfor inauguration. For the welfare of Brahmins, an amount of<\/p>\n<p>43<\/p>\n<p>Rs.160 crore has been spent by the State government in the<br \/>\nlast five years.<br \/>\nImprovement of Judicial Services<br \/>\n136. The government has taken a decision to establish District<br \/>\nCourts in accordance with the number of districts. Following<br \/>\nthis decision, in 23 newly created districts, District Courts and<br \/>\nLegal Services have already been established. 1,721 new<br \/>\nposts have been sanctioned for the functioning of these courts.<br \/>\nConstruction of Court buildings will commence with an<br \/>\nestimated outlay of Rs.1,050 crore.<br \/>\n137. The government has taken a decision to establish 60<br \/>\nJunior, Senior and District Judge Courts in 2023-24.<br \/>\nWelfare of Advocates<br \/>\n138. In a first of its kind initiation, the Telangana government<br \/>\nhas provided an amount of Rs.100 crore for the welfare of<br \/>\nAdvocates. With this fund, Advocates\u2019 Welfare Trust has<br \/>\nprovided Health and Accidental Insurance to 22,000<br \/>\nAdvocates. Under this Insurance Scheme, 8,053 Advocates<br \/>\nand their family members have received a benefit of Rs.38.45<br \/>\ncrore.<br \/>\nTelanganaku Haritha Haram<br \/>\n139. Our Hon\u2019ble Chief Minister, who firmly considers that it is<br \/>\nthe responsibility of every human being to protect the<\/p>\n<p>44<\/p>\n<p>environment, has introduced \u2018Telanganaku Haritha Haram\u2019 on<br \/>\na large scale. It is no exaggeration to say that such a<br \/>\nprogramme for planting trees and protecting them has not been<br \/>\ntaken up by any other government.<br \/>\n140. The people of Telangana stood in full support of Hon\u2019ble<br \/>\nChief Minister in his commitment. People are participating in<br \/>\nHaritha Haram in the spirit of a movement. In the new<br \/>\nMunicipal and Panchayat Acts, it is mandated that<br \/>\nMunicipalities and Panchayats should allocate 10 per cent of<br \/>\ntheir Annual Budget to Green Budget and develop greenery.<br \/>\nWith the involvement of local bodies, there is abundant<br \/>\ngreenery in every village of the State.<br \/>\n141. As per India Forest Report, 2021 prepared by the Forest<br \/>\nSurvey of India, green cover in Telangana has increased by<br \/>\n7.70 per cent. This is equivalent to 5.13 lakh acres.<br \/>\n142. Haritha Haram has received recognition at the<br \/>\ninternational level. The Food and Agriculture Organization, a<br \/>\nconstituent of United Nations Organization has described<br \/>\nHyderabad as \u2018Tree City of the World\u2019 twice. Hyderabad is the<br \/>\nonly city in the entire country to receive this recognition.<br \/>\n143. The Sustainable Development Report brought out by NITI<br \/>\nAayog has placed Telangana in the first place on the basis of<br \/>\nimprovement in the greenery. The International Association of<\/p>\n<p>45<\/p>\n<p>Horticultural Producers in South Korea has conferred \u2018World<br \/>\nGreen City Award-2022\u2019 to Hyderabad.<br \/>\n144. With a view to involving every citizen in the environmental<br \/>\nprotection, the Hon\u2019ble Chief Minister has introduced \u2018Haritha<br \/>\nNidhi\u2019 in a novel manner. Donations are received from public<br \/>\nrepresentatives, government employees, government<br \/>\ndepartments, students and others for Haritha Nidhi.<br \/>\n145. The Government of Telangana by taking up afforestation<br \/>\nhas rejunevated 13 lakh acres of forest land by incurring an<br \/>\nexpenditure of Rs.1,500 crore. Fences have been erected with<br \/>\na length of 11,000 KMs for the protection of forests.<br \/>\n146. As a result of the efforts taken by the State government<br \/>\nto protect forests, there has been a significant increase in the<br \/>\nnumber of wild animals. The number of Tigers has increased<br \/>\nto 26 and the number of leopards to 341. Many species of<br \/>\nbirds on the verge of extinction have regained their habitats.<br \/>\n147. I convey my heartfelt thanks to the representatives of<br \/>\nlocal bodies, employees of the Forest Department for their<br \/>\ndevoted work as \u2018Haritha Sainiks\u2019 to bring about Haritha<br \/>\nTelangana under the able guidance of our Hon\u2019ble Chief<br \/>\nMinister.<br \/>\nAn amount of Rs.1,471 crore is proposed for the Forest<br \/>\nDepartment and Haritha Haram.<\/p>\n<p>46<\/p>\n<p>Education<br \/>\n148. Education is the key to gain knowledge. With education,<br \/>\nman gets recognition. It improves self-confidence. The society<br \/>\nwhich is full of educated people will forge ahead in<br \/>\ndevelopment at a faster pace. The societies that excel in<br \/>\neducation are also ahead in other sectors.149. Our government is working with dedicated efforts to<br \/>\nstrengthen the education system in the State. From schools to<br \/>\nuniversities, the government is going ahead with a<br \/>\ndevelopment plan.<br \/>\n150. With the firm conviction that poor student can achieve<br \/>\nexcellence only through Residential Schools, Hon\u2019ble Chief<br \/>\nMinister has accorded priority for the development of<br \/>\nResidential Schools. At the time of the formation of the State,<br \/>\nthere were only 293 Residential Institutions with insufficient<br \/>\nfacilities with a student strength of 1,31,000.<br \/>\n151. Soon after the formation of Telangana, Hon\u2019ble Chief<br \/>\nMinister took firm steps for the development of Residential<br \/>\nEducational Institutions. Today the number of Residential<br \/>\nEducational Institutions stands at 1,002 imparting education to<br \/>\n5,59,000 students.<br \/>\n152. The allocation for Residential Schools which was Rs.784<br \/>\ncrore in the initial years of the formation of the State has been<\/p>\n<p>47<\/p>\n<p>substantially increased. In the year 2022-23, the allocation for<br \/>\nResidential Institutions has been increased to Rs.3,400 crore.<br \/>\nThis demonstrates the commitment of Telangana government<br \/>\nto provide quality education to the poor children.<br \/>\nMana Ooru Mana Badi<br \/>\n153. With a view to improving the facilities in government<br \/>\nschools in a phased manner, the government has introduced a<br \/>\nvery important programme of \u2018Mana Ooru Mana Badi\u2019. This<br \/>\nscheme with 12 components such as, providing digital<br \/>\neducation, improving drinking water facilities, construction of<br \/>\ntoilets etc, is being implemented.<br \/>\n154. For providing basic amenities in 26,065 schools across<br \/>\nthe State in three phases, an amount of Rs.7,289 crore has<br \/>\nbeen allocated. In the first phase, basic amenities are being<br \/>\nprovided in 9,123 schools with an allocation of Rs.3,497 crore.<br \/>\nSo far, works have been completed in many schools. These<br \/>\nfacilities have been inaugurated in a festive environment in the<br \/>\nvillages..<br \/>\nBasic Amenities in Universities<br \/>\n155. An amount of Rs.500 crore is proposed for providing<br \/>\nbasic amenities such as, modernization of hostels and<br \/>\nconstruction of new buildings in the universities across the<\/p>\n<p>48<\/p>\n<p>State. This is the first time in the history of the State that such<br \/>\na big allocation is being made.<\/p>\n<p>English Medium<br \/>\n156. Training has been imparted to all the teachers in the<br \/>\nState to enable them impart education in English Medium. The<br \/>\nPrestigious Tata Institute of Social Sciences has evaluated<br \/>\nand complimented the quality of our textbooks.<br \/>\n157. In our State, 9,48,321 students are receiving education in<br \/>\n2,962 Intermediate colleges. Government is providing<br \/>\ncoaching facilities to students completing their Intermediate for<br \/>\npreparing themselves for EAMCET, NEET, JEE and other<br \/>\nentrance examinations.<br \/>\nTechnical Education<br \/>\n158. The State government has accorded importance to<br \/>\nTechnical Education. In the last eight and a half years, 14 new<br \/>\nPolytechnic colleges have been established. From the<br \/>\nacademic year 2023-24, Polytechnic colleges will be<br \/>\nestablished at Maheshwaram in Ranga Reddy District and at<br \/>\nManuguru in Bhadradri Kothagudem District.<br \/>\n159. In the jurisdiction of JNTU, 4 new Engineering colleges<br \/>\nare being established. Among these, colleges at Sircilla and<\/p>\n<p>49<\/p>\n<p>Wanaparthy have already started functioning. Colleges at<br \/>\nMahabubnagar and Kothagudem will start functioning shortly.<br \/>\n160. Keeping in view the development of the Pharma Sector in<br \/>\nTelangana, University College of Pharmaceutical Sciences<br \/>\naffiliated to JNTU has been established in Sultanpur.<br \/>\nSanna biyyam (fine rice) food to students<br \/>\n161. Food cooked with sanna biyyam is being provided to<br \/>\n25.26 lakh students receiving education in 28,606 schools<br \/>\napart from students numbering 9.77 lakh in 4,237 hostels and<br \/>\nother educational institutions. The government is supplying<br \/>\n21,868 M.T of fortified rice and sanna biyyam for this purpose.<br \/>\n162. To provide good quality food to the future citizens of the<br \/>\nState, Hon\u2019ble Chief Minister has introduced this scheme on<br \/>\nhumanitarian grounds. Telangana is the only State in the entire<br \/>\ncountry which is providing quality food with sanna biyyam to<br \/>\nthe students.<br \/>\n163. So far, 54,201 Cooks working under the Mid-Day Meal<br \/>\nScheme were getting an honorarium of Rs.1,000 per month.<br \/>\nAs announced by the Hon\u2019ble Chief Minister in this House, I am<br \/>\nhappy to inform that their honorarium is increased to Rs.3,000<br \/>\nper month.<br \/>\n164. For providing educational facilities in Telangana, apart<br \/>\nfrom the Education Department, expenditure on a significant<\/p>\n<p>50<\/p>\n<p>scale is also being incurred through Agriculture, Health, Forest,<br \/>\nAnimal Husbandry, Fisheries, Labour and through SC, ST, BC<br \/>\nand Minorities Welfare Departments.<br \/>\nFor the Education Department an amount of Rs.19,093<br \/>\ncrore is proposed in the Budget.<br \/>\nHealth<br \/>\n165. Telangana has emerged as a foremost State in the<br \/>\nimprovement of medical facilities. NITI Aayog placed<br \/>\nTelangana at the third place based on the provision of free<br \/>\nmedical care to the poor people. As a result of the efforts<br \/>\ntaken by the State government in the Health sector, the<br \/>\nmaternal mortality rate has come down from 92 to 43. Today<br \/>\nwith very few maternity deaths, Telangana stands at the third<br \/>\nplace. Similarly, the Infant Mortality Rate (IMR), which was 39<br \/>\nin 2014 has reduced to 21 now.<br \/>\n166. With 19 MBBS seats per one lakh population, Telangana<br \/>\noccupies the first place in the country. In the same way,<br \/>\nTelangana stands at second place with 7 Medical PG seats per<br \/>\none lakh population.<br \/>\n167. At the time of the formation of the State, there were only<br \/>\n1,400 Oxygen beds. Their number has increased by 20 times<br \/>\nto 27,966.<br \/>\nKanti Velugu<br \/>\n168. The most important organ of the human body is the eye.<br \/>\nIf the vision of the eye is poor, life is filled with darkness. For<br \/>\nthose suffering from eye related problems, Telangana<br \/>\ngovernment has introduced \u2018Kanti Velugu\u2019 scheme.<br \/>\nEncouraged by the success of the first phase, the government<br \/>\nis implementing the second phase of the scheme on a large<br \/>\nscale.<br \/>\n169. To address eye related problems, the State government<br \/>\nis conducting eye tests all over the State and providing free<br \/>\nspectacles. This has become an inspiration for the entire<br \/>\ncountry.<br \/>\n170. Under this scheme implemented in 2018, by conducting<br \/>\neye tests covering 1 crore 54 lakh people and distributing<br \/>\nspectacles to over 40 lakh people, Telangana has established<br \/>\nan unprecedented record.<br \/>\n171. The second phase of the \u2018Kanti Velugu\u2019 scheme has<br \/>\nbeen taken up on the directions of the Hon\u2019ble Chief Minister<br \/>\nand inaugurated by Sri Pinarayi Vijayan, Hon\u2019ble Chief Minister<br \/>\nof Kerala in Khammam.<br \/>\n172. It is a matter of pride to all of us that Sri Arvind Kejriwal<br \/>\nand Sri Bhagwant Mann, the Hon\u2019ble Chief Ministers of Delhi<br \/>\nand Punjab, respectively, who participated in the inaugural<br \/>\nfunction have indicated that they too will introduce \u2018Kanti<br \/>\nVelugu\u2019 in their States.<\/p>\n<p>52<br \/>\nSuper Specialty Hospitals<br \/>\n173. The government is establishing Super Specialty Hospitals<br \/>\non a large scale with the objective of bringing super specialty<br \/>\nhealth care within the reach of the common man. In all the four<br \/>\ncorners of Hyderabad, namely, Gachibowli, L.B.Nagar, Alwal<br \/>\nand Sanathnagar Super Specialty Hospitals are being<br \/>\nconstructed. Of these, the construction work of three hospitals<br \/>\nhas commenced with an expenditure of Rs.2,679 crore. With<br \/>\nthe construction of these hospitals, 4,200 additional beds will<br \/>\nbe made available. By next financial year, the works are<br \/>\nexpected to be completed and the facilities will be made<br \/>\navailable. Along with these Super Specialty Hospitals, it is<br \/>\nproposed to provide additional 2,000 beds in NIMS.<br \/>\nHealth City in Warangal<br \/>\n174. Telangana government has taken up the construction of<br \/>\nHealth City in Warangal with international standards. As part<br \/>\nof this, construction of Super Specialty Hospital at an estimated<br \/>\nexpenditure of Rs.1,100 crore with a capacity of 2,000 beds is<br \/>\ngoing on at fast pace. The government is determined to<br \/>\ncomplete the construction and commence the activities in the<br \/>\ncoming Financial year.<br \/>\n175. Hon\u2019ble Speaker Sir, whether the government is<br \/>\nconstructing hospital buildings, school buildings,<br \/>\nVaikuntadhamams, Dump yards, Rythu Vedikas, Integrated<\/p>\n<p>53<\/p>\n<p>District Offices complexes, Adivasi Banjara Bhavans named<br \/>\nafter Komaram Bheem and Sevalal Maharaj, modern building<br \/>\nfor Secretariat, reconstruction of Yadagiri Laxmi Narasimha<br \/>\nSwamy temple, Martyrs Memorial or Sky-high Babasaheb<br \/>\nAmbedkar Statue, these are all meant for providing better<br \/>\nfacilities to people. These are also meant for promoting<br \/>\nTelangana\u2019s self-respect and identity before the world<br \/>\ncommunity<br \/>\nMedical College in each District<br \/>\n176. The government has taken a decision to establish a<br \/>\nMedical College in each district of the State with the objective<br \/>\nof making the medical facilities available even in the remotest<br \/>\nareas of the State. In the combined State, there were only<br \/>\nthree Medical Colleges.<br \/>\n177. After the formation of Telangana, we have established<br \/>\nMedical Colleges at Mahabubnagar, Nalgonda, Suryapet and<br \/>\nSiddipet. In this academic year, 8 new Medical Colleges<br \/>\nlocated at Sangareddy, Mahabubabad, Mancherial, Jagtial,<br \/>\nWanaparthy, Kothagudem, Nagarkurnool and Ramagundam<br \/>\nhave started functioning. Hon\u2019ble Chief Minister inaugurated<br \/>\nthese institutions at the same time.<br \/>\n178. In 2023, government has taken steps to establish another<br \/>\n9 new Medical Colleges at Nirmal, Asifabad, Bhupalpally,<br \/>\nJangaon, Kamareddy, Karimnagar, Khammam, Sircilla and<br \/>\nVikarabad. With this, the number of Medical Colleges in<br \/>\nTelangana State will be increased to 26. It is proposed to<br \/>\nestablish nursing colleges attached to the medical colleges in<br \/>\neach district.<br \/>\n179. The number of MBBS seats in Government Medical<br \/>\nColleges increased from 850 in 2014 to 2,915 in 2022. The<br \/>\nincrease in the number of PG seats is from 515 in 2014 to<br \/>\n1,208 in 2022. Including government and private Medical<br \/>\nColleges, the total number of MBBS seats available is 6,715<br \/>\nand the number of PG seats is 2,548.<br \/>\nBasthi Dawakhanas and Palle Dawakhanas<br \/>\n180. In the case of any illness of the people living in the<br \/>\nBasthis of Hyderabad City, the only alternative was private<br \/>\nhospitals in the past. The credit for providing modern medical<br \/>\nfacilities in the Basthis goes entirely to our Hon\u2019ble Chief<br \/>\nMinister. Today there are 342 Basthi Dawakhanas in urban<br \/>\nareas providing better medical care to the poor. On a<br \/>\ncumulative basis, these Basthi Dawakhanas have provided<br \/>\nservices to over 2 crore out- patients.<br \/>\n181. In addition to the existing Basthi Dawakhanas, the<br \/>\ngovernment has taken a decision to extend these facilities to all<br \/>\nthe towns in the State. Motivated by the success of the Basthi<br \/>\nDawakhanas, Hon\u2019ble Chief Minister decided to upgrade ANM<\/p>\n<p>55<\/p>\n<p>Sub-Centers into Palle Dawakhanas. With this, better primary<br \/>\ncare facilities will be available to people living in the villages.<br \/>\nDialysis Services<br \/>\n182. In the combined State, there were just 3 Dialysis Centers<br \/>\nin the entire Telangana region. Moved by the plight of patients,<br \/>\nthe government has extended dialysis facilities at 104 Centers.<br \/>\nThe decision to extend Aasara pensions to dialysis patients<br \/>\ngenerously by the Hon\u2019ble Chief Minister has provided them a<br \/>\nlot of solace. The facility of free bus- passes has also been<br \/>\nprovided to these patients.<\/p>\n<p>Health of Mother and Child \u2013 Nutritious Food<br \/>\n183. One of the development indicators is that Maternal<br \/>\nMortality Rate per one lakh deliveries should not exceed 70.<br \/>\nNow, the state\u2019s MMR stands at 43 and thereby our<br \/>\ngovernment has already reached this target. This has been<br \/>\npossible only because of the commitment of the government<br \/>\nand constant supervision.<br \/>\nKCR Kit<br \/>\n184. With the lofty objective of protecting the income foregone<br \/>\nby women during days of their pregnancy, the government has<br \/>\nintroduced KCR Kit Scheme on June 2, 2017. Another<\/p>\n<p>56<\/p>\n<p>objective of this scheme is to ensure safe delivery for poor<br \/>\npregnant women in government hospitals.<br \/>\n185. The government is providing 16 articles in the KCR Kit for<br \/>\nthe use of child and mother. Under the scheme, 13.91 lakh<br \/>\nwomen have received the benefit so far.<br \/>\n186. In 2015-16, only 30.5 per cent of the deliveries used to<br \/>\ntake place in government hospitals. With the introduction of<br \/>\nKCR Kit and strengthening of Maternal and Child Health (MCH)<br \/>\nHospitals, deliveries in government hospitals have more than<br \/>\ndoubled to 61 per cent.<br \/>\nKCR Nutrition Kit<br \/>\n187. In order to ensure that pregnant women do not suffer<br \/>\nfrom malnutrition, government has started KCR Nutrition Kit<br \/>\nScheme. This scheme was launched in 21 st December 2022 in<br \/>\nAdilabad, Bhadradri Kothagudem, Jayashankar Bhupalapally,<br \/>\nJogulamba Gadwal, Komaram Bheem Asifabad, Mulugu,<br \/>\nNagar Kurnool and Vikarabad districts, where the incidence of<br \/>\nAnemia is the highest among the pregnant women.<br \/>\n188. Speaker Sir, this scheme was launched by you in<br \/>\nKamareddy district. I am happy to inform the people of the<br \/>\nState through this House that the Hon\u2019ble Chief Minister has<br \/>\ndecided to extend the scheme covering all the 33 districts from<\/p>\n<p>57<\/p>\n<p>this year.. Nearly 4 lakh pregnant women are likely to be<br \/>\nbenefited by this scheme every year.<br \/>\nFor this Scheme, an amount of Rs.200crore is proposed<br \/>\nin the Budget.<br \/>\nPalliative Care<br \/>\n189. In consonance with the thinking of Hon\u2019ble Chief Minister,<br \/>\nwho personifies humanitarianism, our government has taken<br \/>\nup Palliative Care for patients of Cancer, AIDS and other<br \/>\nchronic diseases, who are in the final stages of their lives.<br \/>\nThese Palliative Care Centers apart from monitoring their<br \/>\nhealth status, provide other services to enable them to spend<br \/>\ntheir last days peacefully. So far, 33 such Centers have been<br \/>\nestablished. Out of the 168 Centers in the entire country, one-<br \/>\nfifth of them are located in Telangana State.<br \/>\nFor the Medical and Health Department, an amount of<br \/>\nRs.12,161 crore is proposed in the Budget.<br \/>\nPalle Pragathi<br \/>\n190. I am happy to convey another good news to the local<br \/>\nbodies on behalf of Telangana government. It has been<br \/>\ndecided by Hon\u2019ble Chief Minister that from the coming<br \/>\nFinancial Year, along with the grants released by the State<br \/>\ngovernment, Finance Commission grants will be transferred<br \/>\ndirectly into the accounts of local bodies. With this<\/p>\n<p>58<\/p>\n<p>administrative reform, the representatives of local bodies<br \/>\nwithout waiting for the approval of Finance Department and<br \/>\nTreasuries, will be able to use the funds in an independent<br \/>\nmanner.<br \/>\n191. Due to Palle Pragathi, basic amenities, sanitation and<br \/>\ngreenery has been provided to all villages. As compared with<br \/>\nthe progress achieved in 12,769 villages, no other State in the<br \/>\ncountry comes closer to Telangana.<br \/>\n192. For providing sanitation services in villages, government<br \/>\nhas provided all the facilities to Gram Panchayats. All the<br \/>\nvillages have been provided with dump yard incurring an<br \/>\nexpenditure of Rs.279 crore. A tractor along with a trolley has<br \/>\nalso been provided to each village. With these facilities, there is<br \/>\ncleanliness in the villages and thereby, there is an<br \/>\nimprovement in the health of the villagers. To improve<br \/>\ngreenery in the villages, government has established nurseries.<br \/>\nCrores of plants have been planted and are being protected.<br \/>\nAn amount of Rs.710 crore has been spent for this purpose.<br \/>\n193. All the villages in the State have been provided with Palle<br \/>\nPrakruthi Vanams at a cost of Rs.238 crore. In addition, 2,725<br \/>\nlarge Palle Prakruthi Vanams have been established at the rate<br \/>\nof 5 per each Mandal. The government has planted trees on<br \/>\nboth sides of 9,243 K.M roads and also protects them. To<br \/>\nfacilitate performance of funeral rites of deceased persons in<br \/>\nan honourable way, Vaikunta Dhamams have been<br \/>\nconstructed in all the villages at a cost of Rs.1,330 crore.<br \/>\n194. In 2022-23, Telangana villages secured 13 Awards under<br \/>\nSwachh Bharath Mission. The representatives of these Gram<br \/>\nPanchayats have received the Awards from the Hon\u2019ble<br \/>\nPresident of India.<br \/>\n195. Five phases of Palle Pragathi programme have been<br \/>\ncompleted so far. Since the inception of the scheme, an<br \/>\namount of over Rs.10,000 crore has been transferred to Gram<br \/>\nPanchayats.<br \/>\n196. Since the formation of the State, construction of 8,160<br \/>\nK.Ms of roads has been taken up with Rs.4,209 crore. Out of<br \/>\nthis road length, the construction of 6,075 K.Ms of Panchayat<br \/>\nRaj roads has already been completed. The construction of<br \/>\nthe remaining roads is going on at a faster pace.<br \/>\n197. For the repair of old Panchayat Raj roads and for their<br \/>\nmaintenance, an amount of Rs.2,000 crore is proposed in the<br \/>\nBudget.<br \/>\nThe amount proposed for the Panchayat Raj Department<br \/>\nin the Budget is Rs.31,426 crore.<br \/>\nPattana Pragathi<br \/>\n198. Taking into account ever increasing urban population, the<br \/>\ngovernment has focused attention on the provision of basic<\/p>\n<p>60<\/p>\n<p>amenities in the urban areas. With the initiatives taken by the<br \/>\ngovernment, there is improvement in the finances of<br \/>\nmunicipalities. Under Pattana Pragathi, so far, an amount of<br \/>\nRs.3,855 crore has been made available to Municipal<br \/>\nCorporations including Hyderabad. Improved sanitation,<br \/>\ngreenery and public services are being made available through<br \/>\nthis scheme.<br \/>\n199. The government has taken up construction of 144<br \/>\nintegrated veg and non-veg markets in all the municipalities<br \/>\nand corporations at a cost of Rs.522 crore. The works are<br \/>\nbeing executed in a speedy manner. An amount of Rs.346<br \/>\ncrore has been allocated for the conversion of cemeteries into<br \/>\nVykunta Dhamams with all the modern facilities. These works<br \/>\nare going on at a brisk pace.<br \/>\n200. Under Urban Mission Bhagiratha, the government has<br \/>\ntaken up provision of safe drinking water in 141 municipalities<br \/>\nat a cost of Rs.6,578 crore. Of these municipalities, works<br \/>\nhave been completed in 103 municipalities and drinking water<br \/>\nis made available. In other municipalities, the works are in the<br \/>\nfinal stages.<br \/>\nSRDP<br \/>\n201. The Government has taken up various programmes for<br \/>\nthe improvement of basic amenities in Hyderabad. To ease<br \/>\ntraffic congestion in Hyderabad, construction of 42 K.Ms of<\/p>\n<p>61<\/p>\n<p>roads, flyovers, underpasses and ROBs have been taken up<br \/>\nunder SRDP. Out of these, 31 works have already been<br \/>\ncompleted and the remaining works will be completed in this<br \/>\nyear.<br \/>\n202. The construction of the link road has been completed<br \/>\nwith an expenditure of Rs.275 crore. As a result, along with the<br \/>\nreduction in travelling distance and traffic congestion, there is<br \/>\nreduction in air pollution. Out of the 22 FOBs taken up with an<br \/>\nestimated expenditure of Rs.76.65 crore, 9 have been<br \/>\ncompleted so far. The remaining works are in final stages.<br \/>\nMetro Connectivity to the Airport<br \/>\n203. The number of air travellers using the international airport<br \/>\nat Shamshabad has been increasing day by day. The<br \/>\nexpansion facilities at the airport at a cost of Rs.7,500 crore<br \/>\nhave been taken up to meet the requirements even if the air<br \/>\ntraffic goes up to 4 crore per annum. The expansion facilities<br \/>\nwill be completed by June for the use of air passengers.<br \/>\n204. With the objective of facilitating the passengers to reach<br \/>\nthe airport in the shortest possible time from different areas, it<br \/>\nhas been envisaged to extend metro rail services to the airport.<br \/>\nThis metro lane will commence from Raidurg and terminate at<br \/>\nShamshabad airport covering a distance of 31 K.Ms. Recently,<br \/>\nthe Hon\u2019ble Chief Minister has laid the foundation for metro<br \/>\nconnectivity to the airport. This project will be taken up at a<\/p>\n<p>62<\/p>\n<p>cost of Rs. 6,250 crore with own resources of the State<br \/>\ngovernment and will be completed within the next three years.<\/p>\n<p>63<br \/>\nDevelopment of Hyderabad<br \/>\n205. The Government of Telangana has taken up numerous<br \/>\nprojects in the jurisdiction of HMDA with a cost of Rs.387 crore.<br \/>\nUnder Haritha Haram, 63 lakh saplings have been planted in<br \/>\nHyderabad. The solar roof cycle track taken up as a pilot<br \/>\nproject in Kokapet layout will be a trendsetter. The 23 K.Ms<br \/>\nstretch will be developed at an estimated cost of Rs.95 crore.<br \/>\n206. The Hyderabad Metro Water Board has taken up a<br \/>\nproject to provide drinking water facilities to people living within<br \/>\nthe limits of Outer Ring Road at a cost of Rs.1,956 crore.<br \/>\n207. The Sunkishala intake works taken up at an estimated<br \/>\ncost of R.2,214 crore to provide continuous drinking water<br \/>\nsupply in Hyderabad city will be completed in this year<br \/>\n208. Sewerage master plan is being implemented in<br \/>\nHyderabad to address the problem of sewerage water. In the<br \/>\nfirst phase, sanction has been accorded for the construction of<br \/>\nSewerage Treatment Plants (STP). As part of three packages,<br \/>\nconstruction of 31 STPs with a capacity of 1259 million liters<br \/>\nper day has been taken up with a cost of Rs.3,866 crore.<br \/>\n209. The construction of 67,782 double bed room houses has<br \/>\nalready been completed in the GHMC area. Construction of<br \/>\n32,218 houses is at different stages.<\/p>\n<p>64<\/p>\n<p>210. Central government has awarded 23 awards under<br \/>\nvarious categories to cities and towns in Telangana under<br \/>\nSwachh Survekshan and Azadi ka Amrit Mahotsav. Similarly,<br \/>\nunder the awards given by the Union Urban Development<br \/>\nMinistry for the cities developing at a faster pace, the<br \/>\nmunicipalities in Telangana have secured 7 awards.<br \/>\n211. Under national level Swatchhata League, Korutla,<br \/>\nAlampur and Peerzadiguda have secured awards.In the<br \/>\nawards under urban development, Telangana State stands at<br \/>\nthe second position. This is the result of various development<br \/>\nprogrammes taken up by the government. I congratulate the<br \/>\nofficers and the organizations, who have secured these<br \/>\nawards.<br \/>\nAn amount of Rs.11,372 crore is proposed for Municipal<br \/>\nAdministration and Urban Development Department in the<br \/>\nBudget<br \/>\nYadadri Divyakshetram<br \/>\n212. After the formation of Telangana, under the dynamic<br \/>\nleadership of Hon\u2019ble Chief Minister, another marvel unveiled<br \/>\nbefore our eyes is the reconstruction of Yadagiri Lakshmi<br \/>\nNarasimha Swamy temple. This temple is one of the five<br \/>\nNarasimha temples and is known for fulfilling the prayers of<br \/>\nTelangana people. Yadagiri Narsanna is a household deity.<\/p>\n<p>65<\/p>\n<p>213. Hon\u2019ble Chief Minister with his devotion and<br \/>\ndetermination has transformed Yadagiri temple into heaven on<br \/>\nthe earth considering that protection of sanatana dharma is anecessity and not a political exigency. With sapta tala gopuras,<br \/>\nKrishna stone sculptures, the temple is full of spiritualism and is<br \/>\na feast to the eyes of the devotees.<br \/>\n214. After the Maha kumbh Samprokshanam in 2022, the<br \/>\ndevotees are having divya darshanam of the Lord. There is<br \/>\nsubstantial increase in the number of devotees visiting the<br \/>\ntemple. There is no doubt that Hon\u2019ble Chief Minister has<br \/>\nsecured a permanent place in the history of Telangana by<br \/>\nreconstructing Yadagiri temple, which is a symbol of<br \/>\nTelangana\u2019s spiritual eminence.<br \/>\nConstruction of Buddhavanam<br \/>\n215. Since ancient times, Telangana was a major centre of<br \/>\nBuddha and Jain religions. In the middle of Nagarjuna Sagar,<br \/>\nwhich at one time was an abode of Acharya Nagarjuna,<br \/>\nTelangana government constructed Buddhavanam in a<br \/>\nmagnificent manner. In an area of 274 acres, the<br \/>\nBuddhavanam was constructed at a cost of Rs.71 crore. This<br \/>\nproject with special attractions and facilities is being visited by<br \/>\nBuddhists and tourists from all over the country and the world.<br \/>\nRoads and Buildings<\/p>\n<p>66<\/p>\n<p>216. At the time of the formation of the State, the road length<br \/>\nunder the jurisdiction of Roads and Buildings Department was<br \/>\nonly 24,245 K.Ms. After the formation of the State,<br \/>\nconstruction of 1,875 K.Ms of double lane roads has been<br \/>\ntaken up at a cost of Rs.2,727 crore. Construction of 1,684<br \/>\nK.Ms of roads has already been completed. Out of the 717<br \/>\nbridges taken up for construction at a cost of Rs.3,134 crore,<br \/>\nconstruction of 350 bridges has been completed.<br \/>\n217. The government has taken up construction of integrated<br \/>\ndistrict offices complexes in 29 districts at a cost of Rs.1,581<br \/>\ncrore. Out of these, 17 buildings have already inaugurated.<br \/>\nThe construction of 11 office complexes is in the final stage.<br \/>\nMany prominent people have appreciated that the integrated<br \/>\ndistrict offices complexes in Telangana are much better than<br \/>\nsome of the State Secretariat buildings.<br \/>\n218. The naming of new Secretariat building constructed by<br \/>\nthe Telangana government after Dr.B.R.Ambedkar has<br \/>\nreceived appreciations from all over the country. This seven-<br \/>\nstory building has been constructed with all modern facilities<br \/>\nwith a built-up area of 7 lakh square feet. The new Secretariat<br \/>\nbuilding will be inaugurated by the Hon\u2019ble Chief Minister on<br \/>\nFebruary 17,2023. I express appreciation to the officers,<br \/>\nengineers and the workers for ensuring the construction of this<br \/>\nbuilding within a short period racing against the time.<\/p>\n<p>67<\/p>\n<p>219. Closer to the new Secretariat building, the government is<br \/>\nerecting the Statue of Dr Babasaheb Ambedkar with a height of<br \/>\n125 feet at a cost of Rs.147 crore. This statue of Babasaheb<br \/>\nwill stand as a symbol of pride for the entire nation. The<br \/>\ngovernment is determined to complete all works by this March<br \/>\nend.<br \/>\n220. For perpetuating the memory of all those who sacrificed<br \/>\ntheir lives for the attainment of statehood for Telangana, the<br \/>\ngovernment has constructed Martyrs Memorial at a cost of<br \/>\nRs.178 crore. This Memorial is ready for inauguration.<br \/>\n221. An amount of Rs.2,500 crore is proposed for<br \/>\nmaintenance and repair of roads by the Roads and Buildings<br \/>\nDepartment.<br \/>\nAdministrative Reforms<br \/>\n222. Hon\u2019ble Chief Minister\u2019s aspiration is to ensure that<br \/>\ngovernment administration should be closer to the people and<br \/>\nshould discharge its duties in a very transparent manner. For<br \/>\nadministrative convenience, the erstwhile 10 districts have<br \/>\nbeen reorganized into 33 districts.<br \/>\n223. In the State, new administrative units have been formed.<br \/>\nThese new administrative units include 153 Mandals, 35<br \/>\nRevenue Divisions, 8 Municipal Corporations, 87<br \/>\nMunicipalities, 4,914 Gram Panchayats. Following the creationFor<br \/>\nadministrative convenience, the erstwhile 10 districts have<br \/>\nbeen reorganized into 33 districts.<br \/>\n223. In the State, new administrative units have been formed.<br \/>\nThese new administrative units include 153 Mandals, 35<br \/>\nRevenue Divisions, 8 Municipal Corporations, 87<br \/>\nMunicipalities, 4,914 Gram Panchayats. Following the creation<\/p>\n<p>68<\/p>\n<p>of these new units, administrative services are available at the<br \/>\ndoorstep of the people.<br \/>\n224. In accordance with the work load in the Roads and<br \/>\nBuildings Department, there has been total reorganization<br \/>\nalong with the sanctioning of new posts.<br \/>\n225. With the reforms in the Revenue department through<br \/>\nDHARANI, the number of cases relating to land disputes has<br \/>\ncome down to the minimum. With the integration of new<br \/>\nregistration system with the Revenue department, there has<br \/>\nbeen an increase in transparency and check to corrupt<br \/>\npractices.<br \/>\nIndustry and IT Sectors<br \/>\n226. Telangana State has emerged as an attractive<br \/>\ndestination for national and international investments. The TS-<br \/>\niPASS Act has brought in revolutionary changes. It has<br \/>\nimproved significantly the ease of getting permissions for<br \/>\nsetting up industries. With the availability of 24-hour electricity,<br \/>\nbetter law and order, stable and efficient administration,<br \/>\nprominent national and international firms are showing interest<br \/>\nin setting up units in Telangana. Under TS-iPASS, 22,110<br \/>\nindustries have been given permissions so far. In the last eight<br \/>\nand a half years, from the IT and other industrial sectors,<br \/>\nTelangana attracted Rs.3,31,000 crore (USD 40 Billion)<\/p>\n<p>69<\/p>\n<p>investments. With this, 22 lakh 36 thousand employment<br \/>\nopportunities have been created.<br \/>\n227. Hyderabad has created a record in the utilization of office<br \/>\nspace as per the report prepared by the Oxford Economics. In<br \/>\nthe last eight and a half years, the value of annual IT exports<br \/>\nfrom Telangana increased from Rs.57,258 crore to Rs.1,83,569<br \/>\ncrore. Thus, there is an increase of 220 per cent in IT exports<br \/>\nfrom Telangana.<br \/>\n228. It is also significant to note that there is an increase of<br \/>\n156 per cent in IT jobs in the State. The IT jobs in Telangana<br \/>\nincreased from 3,23,396 to 8,27,124 now. While the number of<br \/>\nnew IT jobs in the entire country was 4.50 lakh in 2021-22,<br \/>\nTelangana alone accounted for 1,49,506 new IT jobs.<br \/>\n229. Telangana stands at first place by clocking a growth rate<br \/>\nof 26.14 per cent in IT exports in 2021-22.<br \/>\n230. Apple, Google, Amazon, Microsoft and Facebook, the<br \/>\nworld\u2019s top 5 IT companies establishing their offices outside<br \/>\ntheir main campus in Hyderabad is a significant development.<br \/>\nOut of these, 4 companies have established their offices in<br \/>\nHyderabad after the formation of Telangana.<br \/>\n231. With the foresight of Hon\u2019ble Chief Minister to spread the<br \/>\nIT industry to tier-2 cities, IT towers have been constructed at<br \/>\nWarangal, Karimnagar and Khammam. IT towers at<\/p>\n<p>70<\/p>\n<p>Nizamabad, Mahabubnagar, Nalgonda and Siddipet are under<br \/>\nconstruction. These will become operational in the coming<br \/>\nFinancial year.<br \/>\n232. At the recently held World Economic Forum at Davos,<br \/>\nTelangana attracted huge investments. Commitments have<br \/>\nbeen made to invest Rs.21,000 crore in Telangana. My<br \/>\nappreciation to the industries department for their efforts in<br \/>\nattracting such investments.<br \/>\n233. Our government has established Telangana Academy for<br \/>\nSkill and Knowledge to equip students with latest technical<br \/>\nskills to enable them to secure suitable jobs. This Academy<br \/>\nhas trained 7,09,530 students so far.<br \/>\nT-Hub<br \/>\n234. Government is supporting young entrepreneurs with<br \/>\ninnovative ideas. Through T-Hub, WE-Hub, T-Works and<br \/>\nRICH, the government is extending help to convert their ideas<br \/>\ninto innovations and to enable them to implement their ideas,<br \/>\nwhich are useful to the society. After creating records in the<br \/>\ncountry with novel innovations, T-Hub has now extended its<br \/>\nactivities. Hon\u2019ble Chief Minister has inaugurated the<br \/>\ninnovative T-Hub 2.0. In the National Startup Awards, 2022<br \/>\nannounced by the Government of India, T-Hub has secured the<br \/>\nfirst place as \u2018The Best Incubator\u2019.<\/p>\n<p>71<\/p>\n<p>235. Works relating to Pharma City, NIMZ, Kakatiya Mega<br \/>\nTextiles, Electronic Manufacturing Clusters and in other<br \/>\nindustry clusters are going on at a brisk pace. In the next five<br \/>\nyears, the Government of Telangana has set a target of<br \/>\nestablishing 70 new industrial parks through TSIIC.<br \/>\n236. For small and medium industries, a Green Industrial Park<br \/>\nhas been established at Dandu Malkapur in an area of 570<br \/>\nacres. In this park, 400 MSMEs have invested Rs.1,200 crore.<br \/>\n15,000 people are employed in this park.<br \/>\n237. With a view to encouraging food processing, government<br \/>\nhas decided to establish 21 new special food processing zones<br \/>\nin the erstwhile 9 districts of Telangana except Hyderabad.<br \/>\nThese processing zones will be established in an area of 7,150<br \/>\nacres. The necessary approach roads, internal roads,<br \/>\nelectricity, water facilities, go-downs, cold storage facilities will<br \/>\nbe provided to these parks.<br \/>\nAn amount of Rs.4,037 crore is proposed for the<br \/>\nIndustries Department in the Budget.<br \/>\nLaw and Order<br \/>\n238. Comprehensive development is only possible with the<br \/>\nefficient maintenance of law and order. If the State is attracting<br \/>\ninvestments like no other State, it is entirely on account of<br \/>\nbetter law and order.<\/p>\n<p>72<\/p>\n<p>239. The government has created 31,198 new posts of police<br \/>\npersonnel till now. As part of Mega City Policing, it has been<br \/>\ndecided to further strengthen Hyderabad, Cyberabad and<br \/>\nRachakonda Police Commissionerates. In these three<br \/>\nCommissionerates, 56 law and order, 19 traffic police stations,<br \/>\n4 traffic ACP police divisions, 2 traffic DCP zones have been<br \/>\nestablished. At the State level, Narcotics Control Bureau,<br \/>\nCyber Safety Bureau and Command and Control Centre have<br \/>\nbeen established.<br \/>\n240. For proper surveillance, 9.8 lakh CC cameras have been<br \/>\ninstalled in the State. Telangana has created a record in the<br \/>\ncountry of installation of such a large number of CC cameras.<br \/>\n241. The building of the prestigious Command and Control<br \/>\nCentre was inaugurated by the Hon\u2019ble Chief Minister on<br \/>\nAugust 4, 2022. The Command-and-Control Centre is working<br \/>\nas a Hub with 24-hour state wide surveillance, monitoring and<br \/>\ncoordinating with other departments in the event of any<br \/>\ncalamity.<br \/>\n242. The State police personnel have received many national<br \/>\nand international awards. Telangana police has become a role<br \/>\nmodel for other States.<br \/>\n243. To take up effective measures in the event of any<br \/>\ncalamity, 18 new fire stations have been established in 2022.<br \/>\nWith this, the establishment of fire stations in all the Assembly<\/p>\n<p>73<\/p>\n<p>Constituencies has been completed. All the fire licenses are<br \/>\nbeing issued through the Web Portal.<br \/>\nAn amount of Rs.9,599 crore is proposed for the Home<br \/>\nDepartment.<br \/>\nEmployees Welfare<br \/>\n244. Employees play a key role in the development of the<br \/>\nState and they are partners in progress. Today, it is a matter of<br \/>\npride that the highest paid employees in the country are<br \/>\nTelangana employees. Telangana employees are getting<br \/>\nbetter salaries compared with Central government employees<br \/>\nand employees of other State governments. The extension of<br \/>\nbenefit of fitment to outsourcing, Anganwadi teachers, Asha<br \/>\nworkers and other lower-level employees along with<br \/>\ngovernment employees at the same time is done for the first<br \/>\ntime in the country.<br \/>\n245. Though the Centre has been imposing cuts in the release<br \/>\nof funds and imposing various restrictions and despite huge<br \/>\ncommitments on account of welfare and development<br \/>\nprogrammes, Telangana has never compromised the interests<br \/>\nof employees and teachers.<br \/>\n246. On the request of employees and teachers, it has been<br \/>\ndecided to introduce new Employees Health Scheme (EHS) in<br \/>\nthe coming financial year. Employees Health Care Trust will be<\/p>\n<p>74<\/p>\n<p>formed with the representatives from government, employees,<br \/>\nteachers and retired employees. The modalities relating to thisTrust will be formulated shortly.<br \/>\nGovernment Appointments on a Large Scale<br \/>\n247. Telangana government is implementing an effective<br \/>\nmechanism to ensure that there is full justice to the local<br \/>\npeople in the government jobs. In accordance with this, with<br \/>\nthe determined efforts of our Hon\u2019ble Chief Minister, Article<br \/>\n371-D of the Constitution has been amended. This is an<br \/>\nhistoric achievement for the Telangana government. Following<br \/>\nthis amendment, 2 Multi Zones and 7 zones have been<br \/>\nestablished in 33 districts. New recruitments are being done in<br \/>\naccordance with this.<br \/>\n248. Previously, there was only 60 to 80 per cent reservation<br \/>\nfor locals. Under the new recruitment system being<br \/>\nimplemented now, 95 per cent of the government jobs will be<br \/>\nfilled up by the locals This is a historic victory achieved by the<br \/>\nstate of Telangana.<br \/>\n249. The government has accorded sanction for filling up of<br \/>\n1,61,572 posts through direct recruitment from June, 2014 to<br \/>\nFebruary, 2022. Out of these, selection process has been<br \/>\ncompleted for 1,41,735 posts. In addition to this, in March<br \/>\n2022, Hon\u2019ble Chief Minister has announced that 80,039 posts<br \/>\nin different categories will be filled up. The recruitment process<\/p>\n<p>75<\/p>\n<p>is actively going on. For the salaries of newly recruited<br \/>\nemployees, an additional amount of Rs.1,000 crore is proposed<br \/>\nin the Budget.<br \/>\n250. As promised earlier, from April, 2023, the contract<br \/>\nemployees will be regularized and the pay scales of employees<br \/>\nof SERP will be revised.<br \/>\nConcluding Remark<br \/>\n251. Whatever scheme that is taken up by the Hon\u2019ble Chief<br \/>\nMinister is only meant for the welfare of the people and not for<br \/>\nany electoral gains. Along with the implementation of<br \/>\ncommitments made in the election manifesto, many schemes<br \/>\nwhich find no mention in the manifesto, have also been<br \/>\nintroduced on humanitarian grounds. Besides Dalit Bandhu,<br \/>\nRythu Bandhu, Rythu Bhima, Kanti Velugu, KCR KIT, Nutrition<br \/>\nKit, Amma Vodi, Kalyanalakshmi, Shaadi Mubarak, Aasara<br \/>\npensions to Bidi workers, Single women, Filaria patients and<br \/>\nDialysis patients, Rythu Vedikas, abolition of water cess,<br \/>\ndistribution of sheep to Golla Kuruma communities, distribution<br \/>\nof fish seedlings, abolition of tree tax for toddy tappers,<br \/>\ninsurance scheme for handloom workers, many other schemes<br \/>\nsuch as, 5 lakh accidental insurance to toddy tappers, drivers,<br \/>\nbuilding workers, fishermen, journalists, home guards and<br \/>\nothers, free pattas to those who constructed houses in<br \/>\ngovernment lands, construction of Atma Gourava Bhavans,<\/p>\n<p>76<\/p>\n<p>increase in the honorarium to Anganwadi and Asha workers,<br \/>\nhome guards, supply of sanna biyyam to hostels, one medical<br \/>\ncollege to each district have been taken up without any<br \/>\npromise made in the election manifesto. In fact, the list of<br \/>\nprogrammes not included in the manifesto but being<br \/>\nimplemented can go on and on. The credit goes to Hon\u2019ble<br \/>\nChief Minister KCR and BRS government.<br \/>\n252. Facing many obstacles and challenges, Telangana is<br \/>\nprogressing well in an inspiring manner. The State has<br \/>\nachieved many firsts within the short period of eight and a half<br \/>\nyears. The entire nation is in awe of the developments<br \/>\nachieved in Telangana. Having led the movement for<br \/>\nTelangana statehood, today the Hon\u2019ble Chief Minister is<br \/>\npiloting the chariot of development and leading the State with<br \/>\nhis foresight, creative thinking and administrative acumen and<br \/>\nis a constant source of inspiration to all of us.<br \/>\n253. Eight and a half year old Telangana has set an example<br \/>\nto the entire country in development. It has ushered in a golden<br \/>\nera in welfare programmes. Many programmes conceived and<br \/>\nintroduced by Hon\u2019ble Chief Minister have received<br \/>\ninternational recognition. People from other States are also<br \/>\ndemanding development on the lines of Telangana. Telangana<br \/>\nmodel of development is getting accolades across the country.<\/p>\n<p>77<\/p>\n<p>254. Despite restrictions and discrimination by the Centre,<br \/>\nTelangana has not compromised on the development and<br \/>\nwelfare programmes of the people.<br \/>\n255. Though disruptive elements in the country are trying to<br \/>\ndisturb communal and social harmony. Telangana is<br \/>\nmaintaining social and communal harmony by following \u2018Ganga<br \/>\nJamuna Tehzeeb\u2019. There is no let up in our efforts to maintain<br \/>\nself-confidence and people continue to repose their full<br \/>\nconfidence on our government.<br \/>\n256. Being satisfied with whatever progress we have achieved<br \/>\nis not the character of a performing State like Telangana. Our<br \/>\nHon\u2019ble Chief Minister always aims at new goals and takes<br \/>\nstrides towards achieving them. Let us dedicate ourselves to<br \/>\nfulfill the lofty goals of our Hon\u2019ble Chief Minister with the<br \/>\nblessings of our people.<br \/>\n257. Telangana will forge ahead and play an important role in<br \/>\nnation building in the years to come. Let us continue to work<br \/>\ntogether without any rest for the upliftment of dalits, tribals,<br \/>\nminorities, backward and weaker sections and poor people<br \/>\namong the upper castes.
